The 21st century is the century of refromatory, and also full of uncertainty. This include of globalization(internationlization),aging of population, Information and high technological, break up the fences of national boundaries, times, spaces, technologies, values. Quality and patient's safety is the center of quality management. Reduce medical risks, provide higher-safety medical care, has became the goals of international healthcare. To build the higher-safety madical environment and carry out the framework of patient's safety management systerm, is a important task in the hospital development.LuoYang Orthopedics and Traumatology Hospital of Henan Provice is a large TCM(triditional chinese medical) bone injury specialty hospital. It has a history of 200 ages, winning a higher admiration in demostic. After making studies in many quality certification at home and abroad, field trips in many recongnized hospitals, we chose the JCI as foundation of TCM specility hospital marching toward internationalization at last, urtherly improve the level of quality management and professionzl advantages.First, this article starts from the evolution of the theories of quality management, and we put the hospital quality management and the theory of quality and patient's safety by JCI together effectively. By four dimensions: medical quality and patient's safety, theories and methods of quality improvement, sentinel event reporting and management, Leadership and planning, we discuss the concept of quality and patient's safety in JCI standards. Secondly, we analyze the features, meanings, and influence factor of hospital quality management, and we build the basic model of hospital quality management in JCI standards and discuss its influence factors. We consider that Leadership's participation, effective communication, quality driven culture, teamwork, application of quality control's tools, has a vital role in building hospital quality management systerm in JCI. Thirdly, under the principles of quality management systerm, we analyze deeply the basic model,operation modes, analyze of quality improvement of quality management systerm in JCI. Then, we discuss status of LuoYang Orthopedics and Traumatology Hospital before Leading-in JCI,and survey, implementation and data-analysis after Leading-in JCI.Finally, from the analyze of view of systerm, we establish hospital quality management systerm in JCI, and we propose that the patient-centered quality and safety is the core of hoapital quality management.In this article,we integrate JCI standard with the building of quality management systerm in hospital. We use methods of theory and practice, quantitative and qualitative,then analyze the building and operation modes of quality management syaterm in hospital by JCI. We enrich the theoretical systerm of hospital quality management responsibility, and provide a probing thought with practice of chinese hospital marching toward internationalization.
