Background: Speech at the second regular meeting of Excellent Quality Nursing Care Demo Project by Mr. Ma Xiaowei Vice Minister of Health P.R China reported that the hospital would reform nursing model and management, and mobilize the enthusiasm of nurses. On the basis of the situation of files about reformation, we should focus on reforming and improving model of nurse care, try to establish scientific and robust evaluation system of nursing management, set assessment criteria, give more encouragement to nurse for rooting clinical work, aiming high, enacting the nursing staffs activeness and enthusiasm in working.The nursing care platform is a novel management system for improving nursing model, saving human resource, reducing management, which has the independent power in economy, management and human resource.Performance Management System has been applied widely, and the effect of faculties'incentive has been enhanced, but a few questions limited the development of the system, such as too much subjective factors, difference between some personal opinions or standards, and so on. It is never reported the performance management is used in nursing care work previously. In hence, the study would try to investigate the prime features of performance management and nursing and incentive effects from some combinations of the two.Objective: to improve the nursing quality of Department of Orthopedics; to stimulate the full the motive of staff in nursing work; to discuss the important role and significant sense of Performance Management System in nursing work.Method: The grading standard of performance management was setup using a protocol as below: to choose 60 staffs worked in The First Bethune Hospital of Jilin University during June 2010 and June 2011, then three persons was elected from voting as an examining team of nursing platform of Department of Orthopedics, including two head nurses and a leader for teaching, they examined the staff, and the testing score were published with a notice quarterly,related data results before and after using performance management were compared and analyzed, put forward correction proposals, the results of examination were taken as the important index and factor of Bonus Distribution. The related Statistics was performed with SAS 9.0 software, the measurement data of multiple groups were compared with single factor analysis of variance, and the comparison between two groups was performed with Dunnett t test (p<0.05).In Experiment 1, a compared result of the age-varied nurses before and after taking performance management indicated that the younger staff has more progress in service quality, so as to be sure that performance management run well, the examination for identifying would be done in a long period; In Experiment 2, every changed factor was concern in analysis of result, we found that K and J factors have changed quite wide, K factor did the most widely among of all factors. Factor B, F, H, E, Q, A all showed minor changing,the most slowly one is factor A, and no significant change in factor C, G, I, D.Conclusion: nursing quality has been improved; responsibility and management effective of head nurse have been strengthened; most of staffs have much progress in service, their initiative and creativity has been activated totally, which produces recognizable lots of incentive effects; the nursing platform with performance management have yielded remarkable social and economic benefits, and gained much more social satisfaction.
