As one of the most massive development potential of the commercialization of renewable energy sources, wind power because of its safety, cleaning, non-polluting, inexhaustible, no mining and so on characteristics have been widely developed and utilized. Large-scale development and utilization of wind power is one of the most effective measures in worldwide, which can solve the energy and environmental issues, improve the energy structure, ensure the sustainable development of the national economy. However, with the proportion of wind power installed capacity increasing, the strong randomness and fluctuation of wind power impacting on access network have become increasingly prominent, which has brought tremendous challenges in system's security, stability, economic performance and dispatch.Therefore, according to the actual measurement wind power data of the three northeast provinces Dispatch Management Information System (DMIS), catering to the demand by operation plan, frequency and peak regulation of power system and utilizing the probabilistic statistics, research the characteristics of wind power in northeast power system. Firstly, research wind power output annual,seasonal and diurnal characteristics, give the quantitative analysis of wind turbines'annual and seasonal load factor, discusses the influence to system operation plan. Secondly, research the fluctuations of the wind power in different time scales (15min, 1h,4h and 24h), compare the fluctuations of wind power in different season, according to the typical daily load curve, research wind power fluctuations in climbing and lowering period, detail the influence to system frequency modulation. Finally, research the distribution of wind power, guaranteed capacity and effective power, according to different decision-making cycles under the wind-hydro and wind-thermal power peak regulation strategies'needs, research the stability of wind power in the corresponding time-scales, quantify the contribution and influence of wind power to power system. The results provide valuable basis for the development plan, frequency modulation and peak regulation of northeast power system. Using the result of quantitative analysis adjust the power system operation strategy, which can reduce the impact and influence of wind power to power system, improve the ability to accept wind power, maintain the balance between supply and demand, improve the efficiency and economy.
