Due to the improvement of network bandwidth and communication technologies, multimedia information can be real-time conveyed over IP network. Now traditional telecom services can not satisfy people's needs. As a result, NGN services which can provide both data and multimedia communication are sprouting. All telecom device providers are increasing their investment in developing their own NGN services. Web teleconference is one of the typical NGN services provided by ZTE Company. It is built on ZTE Soft Switch to provide a teleconference platform on web. Customers can hold and manage a remote conference through web teleconference service. All kind of phones and soft terminals can be called into the conference.At first, this dissertation describes the technologies and standards associated with NGN service including SIP, MGCP, VOIP, RTP, RTCP, Parlay and ZTE Soft Switch with emphasis on the architecture, components and functions. Then it works on the Broadband Intelligent Network Platform, an efficient platform for developing NGN service, which provides service abilities through ZTE Soft Switch. This dissertation analyzes its design mode of making service logical procedure independent with service abilities implement, introduces the call control, charging and UI modules and Parlay APIs provided by them. Based on the introduction of the Broadband Intelligent Network Platform, this dissertation mainly introduces the design and implement of Web Teleconference System. It firstly gives the requirement analysis of the system. Then it explains the system architecture, which makes the call session management independent with the conference procedure management according to the platform design mode, and the conference management design strategy, which takes process status mechanism to manage conference procedure. And next, it presents the implement of the system. It introduces the implement and management of calling and charging session. It describes the processing of calling and charging requests and responses and the implement of conference operation management in detail. Then it simply introduces the mechanism of soft terminal and its appliance in Web Teleconference System. In the end, this dissertation gives a summary of Web Teleconference System and brings forward some system improvement thinking.
