The target of 3GPP is to build up VHE(Virtual Home Environment) and provide open interface-OSA with the home services. 3GPP scribes open access module , SCF(Service Capability Feature) and service provisioning platform based on Parlay and JAIN of the Third Generation Mobile Communication System, which embodies service switching module in NGN. To complete the target, it is necessary to study on service provisioning manners of the Third Generation Mobile Communication System.The paper starts with a historical overview of mobile communication system and its service provisioning manners, introduces background, origin and developing status of service provisioning manners of current mobile network, and points out the paper's studying contents and meanings. There are three phases the traditional mobile network based on circuit switching, the intelligent network and open service provisioning manners using Parlay/OSA API, so differences service provisioning manners are contrasted, educed by architectures, characters and present problems of service provisioning manners of UMTS based on soft-switch. Before analyzing the problems, key network entities of service provisioning architecture is described including of mobile soft-switcher, application server and media application server. The solution to the problem is forwarded through concentrating especially on the relative technologies of service provisioning architecture in UMTS such as Parlay/OSA API, SIP protocol. Finally taking the project – UMTS MSC Server for example, designing principles, methods and shortcomings of the basic call service of MSC Server is discussed, which verifies the inevitability of evolution form the service provisioning manners.
