The practical network architectures in use are all layered ones, TCP/IP is the mainstream network architecture used by nowaday Internet.But the original TCP/IP protocol suites were developed for narrow band based text data. With the flourishing development of the global Internet, the making use of and relying on the network are continuously increasing, various of new network service are pouring in, so the demands for better network performance are higher and higher. New integrated services include multimedia communication was put forward. It is a real challenge to routers's capability and function. The current Internet provides the best-effort services. In this service model, all of services traffics fairly occupy network resource, and any reliability and delay for IP packets are not guaranteed. The current best-effort services obviously are insufficient for those applications with some special demands such as bandwidth, delay, delay jitter and so on. A main problem is the lack of the quality of service. Micro Communication Element architecture provided a general guarantee for QoS.The QoS of the Micro Communication Element based on virtual circuit will do better than the mode on messageand and net security control. So we mainly analysed the virtual circuit communication in Micro Communication Element architecture. Compare with traditional routers which only provide indiscrimination services, the routers on Micro Communication Element architecture can rapidly transmit groups and provide various of services based on the need of application. It also can assure demands of throughput, bandwidth, delay and so on. This paper describes how to design and realize the router model supporting the QoS on PC platform and Linux OS, and test its performance. The main works in the paper are: Fisrtly, the SUNA is overviewed; Then, the MCES is outlined; Chapter Three introduces the QoS's concept and techniques; Chapter Four shows how the MCES supports the QoS; Chapter Five introduces the design and realization of the router model based on the MCES; Chapter Six depicts the test method and result about the router QOS model; Finally, Chapter Seven summarizes the whole work.
