In today's social life, as various interests staggered, and disasters turn out frequently,all kinds of crises come out one after another , most of them often associated with great-impact , high-destructive , and wide spread catastrophic consequences ,which give the government,as main of public management ,more and more severe challenges.However, facing of crisis, the government has the authority to allocate public resources, still has natural disadvantages ,such as lack of flexibility and institutional rigidities , government's ability is not enough.So,the non-governmental organizations,as the government's partner, emerging as time requires.It is playing an increasing role in public crisis management for its unique flexibility, rapid response capabilities and social mobilization.This thesis slects the non-governmental organizations' feasibility -analysis in crisis management as study site , and studys the theoretical basis, practical advantages and participation channels of NGOs .This thesis chooses to study the Medecins Sans Frontieres' role in crisis management,which has a large scale and organizational system , attempt to put forward some suggestions to domestic NGOs . |
