Medical and health system reform is a worldwide problem. How to effectively carry out medical and health system reform, to effectively achieve higher output at a lower cost, and to maximize the protection and safeguarding of people's health, are the world's common problems that all countries are facing. Among the many medical and health services, emphasis on family medicine and health promotion -based Community Health Services, would help to lay an effectively, economic, convenient, sequential health services foundations that treat general practitioners as the backbone, and exploit community resources and technology rationally to address major community health issues. The community health services practice and research both at home and abroad has shown that this kind of community health services is a low-input but high-yield health services form, a good solution to the health problems brought about by aging, medical model transformation, increasing health costs, and the best health care services model selected by the developed countries after decades of exploration and study. In recent decades the world community health developed rapidly, a number of countries have established a mature well-established community health service model. In our country, community health services is a kind of social engineering that are leaded by the government , set up by the community, participated by the masses and benefit residents for improving residents' health . It has embodied the "people first" idea, and the medical ethics that practice medical operation with ethics. Compared with hospitals, despite a late start and a not yet mature market, community health services possess a more obvious late-development advantage, known as a "sunrise industry."Premier Wen Jiabao on September 10, 2008 presided over a State Council executive meeting, make a review of《with regard to deepening reform of the medical and health advice》,and decided to re-open for comments. At present, Community Health Service has been covering all the city's communities; Shenzhen has been basically formed a convenient, low-cost, high-performance, digital and integrated network in the city, with the realization of the community, population, full-service coverage, which has played an important role to protect the health of the people. However, there are still a lot of imperfections, irregularities in the course of development. For example, the ineffective operation of "the community first consultation" and "two-way referral system", the poor quality that Community Health Service personnel shows, the uneven distribution of health resources, the lack of government investment, the lack of relevant supporting policies, , etc. Most of these problems, which is to be encountered by China's other urban in the community health development, have something in common. In-depth analysis of these factors, this paper puts forward the strategic thinking of community health development, and provides corresponding measures. Through the introduction of the analysis of a relatively mature community health service model in Shenzhen, this paper expect to provide a small and effective proposals.The problems and imperfections in the cause of Community Health development is the specific objective in China's primary stage of socialism, which are inevitable.
