Secondary Vocational Education In Henan Province Development Research

Since the reform and opening,the development of the health undertaking of our country has achieved outstanding success, the service system providing the medical treatment and health care has been set up all over the country, the service scope has been expanding gradually, the technology level has been being heightened, the service ability has been being improved, the practitioners'quality have been being meliorated, the guarantee system of medical treatment has been set up, some contagious or infectious diseases doing great harm to people's health have been efficiently controlled, the main health standards such as the average of people's life-span, the death rate of the newborn, the death rate of the pregnant women and so on have been up to the advanced level among the developing countries. The science and technology advancing, society developing, improving in people's standard of living and medical modes changing have brought the profound changes to the system and modes of the health service, which not only seriously challenge the reform of the medical education, but also give its development a scarce chance. In 2001, the Ministry of Health and the Ministry of Education jointly promulgated《Outline of the Medical Educational Reform and Development in China》and《Guidelines on Adjusting the Educational Structure of Health Vocational Schools》,which are the pivotal documents about the medical educational reform and development in 21st century, and provide reliable bases for the medical of our country, especially for the scope, distribution, administrative levels and structures of the secondary vocational health education.Since the new China was founded, the medical educational undertaking of Henan Province has made rapid progress with the help and attention of the party committees and governments at all levels. Especially during the recent years, the medical educational undertaking has been greatly developing, has trained many people to be higher qualified talents at all levels, and plays an attractive role in solving the lack of medicine, guaranteeing people's health and promoting the health undertaking soundly, steadily and rapidly. At the same time, the secondary health vocational education itself has made good progress; there have appeared many secondary health schools shown as a model, which have good basic facilities, a large number of qualified teachers and excellent teaching quality. However, because of various reasons, and driven by economic benefit, some dissatisfying schools exist as well. With the rapid development of Henan's economy, with China having joined WTO and with the health system reforming further, the medical education of Henan Province, especially the secondary health vocational education, can't be fit for many situations, and has met the challenge having never appeared before.Based on the developing trend of the vocational educational policy and the health undertaking of our country, first beginning with the concept, the position in society, the background and the meaning of the secondary health vocational education, this thesis makes a deep research on the policy adjustment and the schooling system and the teaching reform; second investigating and analyzing the present situations of the secondary health vocational teaching of Henan Province, summarizing the existing problems, depending on the theories and policies about the secondary health vocational teaching, the thesis explores the developing trend of the secondary health vocational teaching of Henan Province and forecasts the required number of the medical talents; last aiming at the main problems existing in the secondary health vocational teaching of Henan Province, the thesis puts forward the new ideas for the reform of the secondary health vocational teaching, I expect to make my own contribution to the secondary health vocational teaching and adjusting of Henan Province.
