| With the deepening of China's reform and opening drive, the development of China's national economic has been more and more faster. And people's living standards has been improved significantly. However, when the economic is growing, a rapid growing trend towards China's medical costs is happening. Especially since the 90th year last century, the steps of growth of medical costs was much faster than the growth rate of GDP. The excessive growth of medical costs, increase the economic burden of the people, leading to the "expense to see a doctor", "poverty caused by illness"or"back into poverty because of the illness", which can neither promote the development of the goals for "Health for All" nor the goals for"Harmonious society". Therefore, how to control the medical costs on the basis of a reasonable growth and improve people's direct experience is the focus of our health reform.Basing on those above, our studying mainly explore the reasons for the high medical costs. Using the problem-oriented paradigm, combining quantitative and qualitative discussion, from macro to micro. First of all First of all ,evaluating the reasonableness of medical expenses in public hospitals ,we analyze the basic situation of costs for medicines in public hospitals ,summarizing the medical costs factors; second, case studies, researching typical medical expenses in typical departments and disease .And analyze the composition of the costs and disease in the higher expensive department. According to the Dialectical thinking, comprehensive documentation and expert interviews, we sort, classify and summarize, designing a framework of medical costs factors. We classify the factors according to the role in the medical costs into internal and external factors. Internal factors: including demand-side factors, supply-side factors and cost factors; External factors: including: economic and social development factors, policy factors and scientific and technical factors. The cost influence factors are also divided into a reasonable growth factors and ultra-long growth factors according to the nature of which. Finally, according to the framework and logical relations of factors effects on medical expenses .to raise internal measures and external policy focus on internal factors controlling and affecting the health care system. |
