Three issues in rural affairs are issues concerning agriculture, countryside and farmers. Sustainable development of agriculture in undeveloped regions that is three issues in rural affairs, in its nature.Many existing theories made a lot of work on analyzing the concept and reasons of issues concerning agriculture, countryside and farmers. There are many theories about the relationship between the agriculture and industry too. Then they want to develop the agriculture, rural economy and rural per capita net income by some ways. But few theories made work on analyzing the factor of human. It is the centre factor of issues concerning agriculture, countryside and farmers. For the purpose of fundamental solution to the issues, I try to have an in-depth study on the factor of human.Serious loss of human capital existed in countryside and agriculture field of the undeveloped regions. It has import impact on the development of agriculture and rural economy in the undeveloped regions. The aim of this article is to discuss the development of agriculture and rural economy in the undeveloped regions from the perspective of human. The article wants to discuss the great negative influence brought by the loss of human capital in the undeveloped regions. Then, we can find the ways to raise the quality of the farmers and decrease the loss of human capital in the undeveloped regions.
