Research On The Xinjiang RCCs Supporting The Development Of Agriculture Countryside And Farmers

From 2004 to 2011, the Central Committee has issued the first document which guided"Issue concerning agriculture countryside farmers (three rural)"work for consecutive 8 years. In May 2010 the meeting of Xinjiang work, Hu Jintao emphasized that we must always improve People's livelihood all of the work as the starting point and end point, and must to speed up the improvement of people of all nationalities, especially the production and living conditions of farmers and herdsmen. He also emphasized to accelerate the development of narrowing the gap with the eastern region, and to accelerate the promotion of coordinated development of the southern and northern in Xinjiang. Today, more and more attention is paid to the"three rural"issue. To make a new victory with"three rural"in Xinjiang, we need to improve the Xinjiang's rural financial service system quickly, especially to speed up the development of Rural credit cooperatives (RCCs) which is the main force of our region rural financial services, and let it support the development of Xinjiang"three rural".In"Twelve Five-Year"period, the meeting of Xinjiang work in 2010 was held up and 19 provinces and municipalities would support to Xinjiang development. These are both an opportunity and a challenge for the Xinjiang RCCs. However, due to historical reasons and their own shortcomings on the operation and management, the Xinjiang RCCs had some problems. And these problems restricted the Xinjiang RCCs supporting to the Xinjiang"three rural"development in a certain extent. This thesis attempts to analyze the general situation of Xinjiang"three rural"development and of the Xinjiang RCCs supporting the"three rural". At first, we use multiple regression and co-integration test methods to analyze that how the Xinjiang RCCs support to the Xinjiang"three rural"development. And the results showed remarkable. Then sum up the advanced experience of other financial institutions to supporting the"three rural"development, we make the optimal credit mode choice of the Xinjiang RCCs supporting the"three rural"development. Finally from about Xinjiang RCCs operating and external policy environment, we advance some development proposed in this thesis.
