Issues concerning agriculture, countryside and farmers are primary in relation to the whole picture of reforming, opening up and modernization. They are the problems which we must face and which need immediate solutions.Taking exploration and analysis and measures research of the issues concerning agriculture countryside and farmers of Heze as its theme ,this paper sets forth this issue in a new stage,and analyses the main reasons effecting the development of agriculture countryside and farmers. It is instructive in theory and has important realistic meaning inpractice.Issues concerning agriculture, countryside and farmers of the new century:Entering new stage, the most outstanding contradiction in agriculture and countryside is the slow increase of the farmers' income. As for Heze in 1998 and 1999, the pure income of fanner increased by 2.3% and 4.7% respectively, and 2267 Yuan in 2001, 2298 Yuan in 2002 , 2212 Yuan in 2003 , and 2653 Yuan in 2004.The main reasons, which restrict the development of agriculture, countryside and farmers:The fundamental reason which restrict the income increase of farmers is "three - low"; that is the low level of industrialization, urbanization and non-farmerization among farmers; The binary-economic structure between urban and rural economy is the main obstacle in building a well-off society in an all-round way . The construction of agriculture standardization is static and backward. The industrialization process of agriculture is still at its starting stage. Farmers still operate in a small scale. The work efficiency of farmers is low. The comprehensive benefit of agriculture is not high.
