The Communist Party of China clearly pointed out that in his report of the 17th Congress, "increasing the capability of independent innovation, building an innovation-oriented country" is "the core of the national development strategy is the key to improving comprehensive national strength." China will increase its input of independent innovation, speed up the building of a national innovation system, and deepen the reform of science and technology management system. From the country's policy-oriented perspective, the promotion of the innovation and transformation of scientific research have become the focus of Chinese developmental direction, therefore, it is very meaningful to discuss the incentive issue of the scientific research on the microstructure.A team has tremendous potential to contribute to the modern organizational life. Parts of the potential lies in their diversity, and team work may find hidden human resources. A team encourages flexibility, participatory and effectiveness, and the introduction of the team work will change the effectiveness of the entire organization. Research itself is a process of the knowledge-sharing, integration and creation. Team work has greater influence to promote the flows and reorganization of knowledge, and to stimulate innovation. Scientific research team which majors on science and technology research and development, is a group contenting few individuals with the cross-complementary features of knowledge and skills, and the mutual responsibility for the common goal. Scientific research team, by sharing target, stimulating the creativity of the scientific research personnel, enhancing their tolerance and adaptation for changes, maximizing mining research members'personal potential, enabling them display their talents as much as possible in a harmonious working environment, and become a cradle of the growth of scientific and technological personnel.With the gradual improvement of the market economic system, the market competition is increasingly fierce. Scientific research institutes in order to develop and grow on scientific research, must rely on the market, change the traditional mode of management, build a strong research team or structure a research platform, and attract and retain qualified personnel with an efficient management system and an effective incentive mechanism. Therefore, it is particularly important to study the incentive strategy of scientific research personnel, especially research team. This research, starting with the view of the characteristics, operation and incentive analysis of scientific research team, systematically analysis the scientific research personnel, team mechanism, dynamic collaboration and innovative wishes, and clearly defined the effective incentive measures of the scientific research team. As an example to JY which is the research institute of the author, the author analyzes the existing problems about the incentive of the scientific research personnel and scientific research team, and optimizing incentive measures about the research team from the practical point of JY through applying the theories to analyze the roots and causes of the problems. .
