Research On China's Poverty Alleviation And Development In The Rural Poverty Line

Poverty is a global and sociological phenomenon. It is a result of economy, society, politics and cultural uneven development, geographical physical conditions disparity and individual's difference. To solve poverty problem is a major task facing the world today. In the new period, engaging in a research of poverty is important to the country's politics, economy, and society for it will be beneficial to speeding up the pace of eliminating poverty, further implementing the sustainable economical development, building a new socialist countryside and maintaining the objective needs of the country's reform, development and stability. To study poverty problem, firstly must distinguish poverty through the poverty line. At present the measurement of our countryside' s poverty line exists many problems, such as low standards and lack of dynamics. The major theoretical basis of this paper is the poverty governance theory, through conducting a study and analysis on our countryside poverty line, to find the problem and put forward new ideas to measure the countryside poverty line, that is constructing the standard system of double-standard poverty line. The main content of the paper is as follows:Firstly, it conducts a research on poverty, concept of poverty line, relevant concepts and poverty theory. It mainly elaborates on the relationship of development of poverty concept, poverty line and poverty. It summarizes the current stage and development trend of the measurement of poverty line both at home and abroad.Secondly, it conducts a research on our existing countryside' s poverty line. It mainly elaborates on the measurement of our current countryside poverty line and the problem existing in present countryside' s poverty line. On the basis of this, it puts forward constructing the double-standard poverty line system in order to adapt the coexistence of two systems' poverty pattern in the current countryside.Thirdly, this part studies the concrete application of double-standard poverty line system in rural poverty alleviation. It mainly elaborates on how to perfect poverty monitoring system under double-standard poverty line system, the act of anti-poverty strategic choice and the relation between double-standard poverty line and rural subsistence allowances line.This paper attempts to get some innovations as follows: it utilizes poverty governance theory to analyze current rural poverty line and finds existing problems. On this ground, the paper put forward a new idea on the measurement of poverty line. That is uniting relative poverty and absolute poverty into a single framework, using qualitative analysis and quantitative analysis to conduct the research on the poverty line standard. Under this new approach instruction, the paper pointed out the principle that is when we measure the poverty line standard should follow and proposed a new theory—establish a double-standard poverty line standard both according to "the blood transfusion line" and "the blood producing line". To its establishment and implementation, the paper recommend some advises and policy.
