With the society and economy developing quickly, human living has been improved greatly. But the eco-environment had been deteriorated constantly. So how to carry out sustainable development has become emphasis to be researched by scientists all over the world. Especially the index system of sustainable development turns into the key of the investigation. This paper introduces some of quantitive index systems to measure sustainable development. Then it choose the ecological footprint method with is applied popularly and widely to measure the degree of sustainable development.Shaanxi province has superior location and special nature resource, so it is the important province with economy, science and technology, resource and ecology in west China. It has very important significance to measure the degree of sustainable development in Shaanxi province. According with the sustainable development theory, the paper calculates the ecological footprint of Shaanxi province by ecological footprint model from the year 1990 to 2005. The conclusions are as follow:(1) The ecological footprint per person increased steadily on the whole. The ecological capacity had been divided by the highest score in the year 1999, but it declined in both of the two periods. So from 1990 to 2005 the degree of sustainable development is ecological deficit. The ecological deficit reversed diversification with the ecological capacity, which indicates that the development of Shaanxi province for 16 years is at the unsustainable condition.(2)The demand of fossil energy land is the largest among other lands for 16years,and it always occupies half of the demand. Although it accounts for the development ofthe industry, there is not enough land to absorb CO2 and other gases. These gases makethe environment polluted, and it becomes the main reason of the ecological deficit in Shaanxi province.(3)The ten thousand yuan GDP ecological footprint descended from 1990 to 2005. This indicates that the application of the hi-technology has improved the using efficiency of nature resource. The economy develops quickly which causes the development of national economy in Shaanxi province. But the decline which is brought by the techno-advancement can not make up the ascending of the ecological deficit. Shaanxi province has very great ecological press. Sustainable development is still a serious problem to be resolved.
