Objective: To learn the economic status quo of rural public health system in Jiangsu Province through relevant research and analysis. To analyze on base of the current situation of rural public health service resources, utilization of public health service and financing of rural public health across the province, and then further discussed the various factors that affecting the compensation of rural public health from economic, social and policy perspectives. At last, we can explore the reasonable and effective compensation mechanism and limit of public health and the strategy and ways that guaranteeing the rural residents'demand on public health service. Thereby to set foundations for government to make compensation policy of public health that is much closer to the rural situation and to promote the equalizing of public health service. Methods: Investigated the Centers of Disease-prevention and Control (CDC), maternity and children's health care centers and township hospitals (independent prevention station) in 18 sample counties of various economic situations in Jiangsu Province adopting the methods of literature study and quantitative survey. Results: Firstly, the funding of government on public health was increasing year by year with a slow speed; Secondly, the funding of government on public health institution increased significantly, but the flow of funding was unreasonable and focused on the high-level organization; Thirdly, the service fee is the key source of funding while government investment is insufficient and cannot afford fundamental expenditure; Then government's current compensation system was inadequate due to the lack of effective simulative mechanism and monitoring management; despite the generally functional rural public health system, there is still plenty rooms for improving its service capacities. According to the results of compensation calculation for MCH hospitals and CDCs at county level, and township hospitals (independent prevention and health care institutions), the average amount of county CDCs compensation are 21.95 Yuan /everyone/year, the average amount of maternity and care institutions at the county compensation are 6.09 yuan /everyone/year, the average amount of township hospitals are 7.52 yuan /everyone/year, the total amount is 35.56 Yuan /everyone/year. Policy recommendations: (1) To make clear government responsibility and increase investment, it ensures the provision of basic public health service and realize the real full budget; (2) Government should be strengthen the rural funding, in order to improve the public health financial proportion in rural area; (3) Establishing the essential service package of public health, achieving the free provision of rural essential public health service; (4) Reasonably distributing financial resources in order to improve the overall fairness and availability of public health service regardless of the imbalanced development of rural economy; (5) Establishing effective supervisory and evaluating system for the quality-control of public health service, seamlessly combining government's financial input and public health & service systems'sound output, optimizing the assessment of public health & service systems'performance and effectiveness.
