Since the SARS outbreak in 2003,the national and local government has been gradually improved health emergency system,and emergency regulations and plans have been announced.However,public health incidents continue to emerge,the outbreak of public health incidents has aroused widespread social concern,caused great economic losses,and casualties have far-reaching impact on society.In the past,government took measures to deal with public health incidents from the macro level,neglected the public's motivation,which exposed some defects.Animal epidemics was a frequent public health event with a wide range of public awareness,analysis public risk perception and the response behavior have certain research significance.On the basis of reading a large number of documents and exploring the actual situation,we can find that public health in Hunan province has the following characteristics: the policy construction is perfect,effectiveness epidemic control.Taking the avian influenza animal epidemic as an example,this paper attempts to establish a public risk perception model of public health events in rural areas,conducted the public in Hunan Province.This paper using structural equation model,take public risk perception as the core explanatory variable,analyzed the public risk perception,influencing factors and response behaviors of public health events in rural areas,The results show that the information and control level have a significant impact on the public's risk perception,and the information,public risk perception,public satisfaction,and the understanding level of events also have a significant impact on the public's response behavior.,and puts forward the following implications: insisting on moving forward the emergency gateway,strengthening event controllability;improving emergency management security,ensuring the effectiveness of resource input;promoting effective participation of social forces,improving public satisfaction;strengthening risk communication,and promoting good interaction between the government and the public;improving the public's risk learning ability and enhance the awareness of prevention.
