Public Welfare Forest Ecosystem Service Value Assessment System And Methods

Firstly,according to the concept, types and characteristics of non-commercial forest,this paper analyzes the essence of non-commercial forest, fully lays out its functions . And the part of forest ecosystem functions which have been used by society are brought into and structure the monetary value of evaluation index system. This index system will be integral, scientific and can be practiced in most cases and on large-scale analysis. In the system,Ⅰlevel refers to 3 indicators ,Ⅱlevel involves 17 indicators andⅢlevel has a total of 33 indicators.Secondly, according to the service life of small and medium-sized reservoirs, diluted the value of holding water and disaster mitigation.It avoids discounting the service value of water-holding and disaster reduction in future and calculating repeatedly.Thirdly, according to the characteristics of service products of forestal recreation, this article constructs the technique route on aesthetic, cultural and healthcare services value evaluation to reflect the landscape resources of non-commercial forest recreation values.Fourthly, Invoke the concept of employment elasticity coefficient, and combining with the data of practical job posts provided by the non-commercial forest construction,make use of the proportion of GDP driven for resolving job posts to replace the value of the working posts provided by non-commercial forest construction.Finally,take non-commercial forest of Ke Cheng district as the evaluation object in this paper,and take full account of the non-commercial forest's structure, function, geographical features and so on, to establish the evaluating indicators system of non-commercial forest ecosystem services value, in which including 3 first class indicators,14 second class indicators and 23 third class indicators.The results showed that: non-commercial forest ecosystem services value of Ke Cheng district come up to 334 million Yuan (Chinese RMB),corresponds to 8.17 percent of Ke Cheng district's GDP. Non-commercial forest of Ke Cheng district make a significant contributionon on maintaining and improving the local ecological environment and maintaining sustainable economic development.However, as the ecological barrier of city needs to be further consolidated and strengthened.
