Research On Shipping Development And Optimized Allocation Of Water Resources In Henan Province

Henan Province is the country's major transportation hub with rapid development of railway, highway, and aviation but a relatively weak point of water transport in an integrated transport system in Henan Province. Especially most part of Henan Province is located in the semi-arid areas, serious affected by terrain and climate with uneven spatial and temporal distribution of water resources. The rainfall mainly concentrated in the flood season with less precipitation, so the issue of water resources seriously hampered the development of inland navigation. Therefore, the study on the balance between supply and demand in river water resources under the development of navigation and reasonable allocation of usable water resources is of great significance for the development of inland water transport in Henan Province, comprehensive utilization of water resources, and protection of river ecology.Water resource is an important basis for river navigation in Henan Province. The adequacy of water resources plays a key role in water transport development. Based on the theory of optimal allocation of water resources, "three times balances between supply and demand" is adopted for the water resources utility of the shipping project to analyze and evaluate .With clear hierarchical structure, "three balances between supply and demand" further considers supply-demand balance analysis in various conditions on the basis of previous balance, providing a basis for joint use of water resources and optimized distribution within the impact regional scope of the project. Considering Guo River as a typical river, on the basis of analysis in "three balances between supply and demand" of water resources utility of the project, optimized allocation of water resources is put forward for shipping development, mainly adopting water diversion outside the basin and water drawing measures to solve the problem of insufficient water resources under the development of inland water transport.Research on shipping development and optimized allocation of water resources in Henan Province enables the competent authorities at all levels to have an intuitive, accurate and comprehensive understanding of status and changes in water utility from shipping project, which further promote the development of water transport project in Henan Province.
