At present, the pilot work of energy-saving power generation dispatching have been carried out in China, this dispatching mode can reduce energy consumption and pollutant emissions and promote economic development. However, under the current electricity pricing mechanism, the development of energy-efficient power generation dispatching can be hinder because it will bring the uneven distribution of benefit in generation enterprises and power grid enterprise. Therefore, it is imperative to research the benefit compensatory mechanism that is set with the energy-saving generation dispatching.In theory, two-part electricity pricing, with the strict economic, is the most suitable pricing mechanism for energy-efficient power generation dispatching. However, there are still a lot of key issues to be resolved due to the current's immature electricity market mechanism in China. For this reason, the theory of energy-saving power generation dispatching and two-part electricity pricing are summarized in this paper, then the two-part electricity pricing scheme under the energy-saving power generation dispatching is presented, in this scheme, the composition and features of two-part electricity pricing are introduced, furthermore, the pricing method and pool purchase price are designed. Then the two-part electricity price of some power plants in A province is calculated and the simulation results indicate the rationality and validity of the method. Finally, the suggestion for implementation of two-part electricity pricing mechanism is presented.
