In recent decades, with the development of social economy, the problems among population, resources and environment crop up frequently, so that land utilization in all walks of life competes fiercely. Wherefore the land resources cry for being evaluated scientifically, which can offer scientific basis for better tactics of protecting and using land resources. The suitability evaluation for land is the important basic of the rational utilization. The former researches have indicated that it can provide scientific support for the people's balance with the place, distribution of land, the adjusting of agriculture's structure, the exploitation, repairing and protecting, can provide service for the mode of the utilization of agriculture's resource.In this paper, Bai Cheng County as the study area, wants through GIS technology and estimate model to providing the basic data and decision-making GIS for the land programming and father.This paper introduced land's concepts interrelated and the systems of the suitability evaluation for land in the article "A frame work for land evaluation" in detail.Firstly, based on the theory of land suitability development, the article established the evaluation index system and evaluation criterion according to the principle of selecting the evaluation factors. Secondly, the weight of each factor has been calculated by the measure of Analytic Hierarchy Process, and grade land suitability evaluation by "natural breaks method". Then, supporting by GIS, the article completed the evaluation and analysis by making use of land materials and database. Consequently, the quantitative and spatial distribution of land and suitability has been obtained.
