In the course of further economy reform, the increasing number of farmers is transformed to the migrant workers, which is defined as a special group for the economic and social development. Furthermore the majority is working in private enterprises and unavoidably becomes the most important part of employees, who significantly contribute to the advancement of the whole society. However the employment relationship in those private enterprises is not satisfying. Some of the enterprises only blindly pursue the profits; on the other hand they are likely to shrug off the essential responsibilities, as a result, there have been too many raising issues on labor disputes, delays in salary payments, over-time working, frequent man-made accidents and etc, which certainly bring negative impacts on the enterprise sustainable development as well as the social stability, In this sense, the migrant workers are less motivated so that it prevents enterprises from healthy development and management. Meanwhile, once the enterprise safety problems are emerging, migrant worker's legal rights cannot be guaranteed. Therefore the public begins to be concerned about the employment relationship in private sectors and try to address this conflict. Lishui is underdeveloped region with less economic outputs, government budget shortages and relatively weak public economic forces in Zhejiang Province. Instead the private economy is extremely active and is a main contributing factor to the rapid economic development in the area. Currently, there are 270,000 migrant workers in rural area, mainly in labor-dense industry in the industry districts. At the same time, there is no denying that the labor disputes and labor rights violations are gradually worsened.In the past few years, the employment relationship is becoming increasing complicated in private sectors, which damages the state of harmony. The article mainly focuses on the emerging issues about the labour disputes and violation of worker's rights in private sectors in Lishui City, in terms of protection of legitimate rights and interests of workers, production safety, and occupational health. It analysts the factoring reasons by quoting the statistics and evidence from interviews, reference documents and etc. The research finds that the tense relationship is caused by various external elements such as inefficient government supervision, unsound legal system, deficient moral and credit for private sector managers and unique characteristics of migrant workers. Enterprises, government and the society should take joint actions to address the problem in order to protect migrant woker's labour rights. Additionally, protecting migrant worker's rights in private sectors plays a vital role in maintaining the whole social stability and harmony.The research suggests a series of fresh solutions to establish and perfect the a legal system for migrant workers in private enterprises in perspectives of migrant workers, private enterprises, and government, for instance, the private enterprise managers should create a updated HR management mode, a suitable security system and worker union by considering the liquidity of migrant workers, which is also attributable to the core of this article.
