In the dedicated passenger line network which is drawn up by the ministry of railway of china, there is a type of railroad such as dedicated passenger lines from Xi'an to Lanzhou and from Shenyang to Harbin, which ones generally stretch into the expansive underdeveloped areas that are located in the interior of china, where it has large potential transportation demand and poor transportation condition. This paper defines this type of railways as Dedicated Passenger End Line, which means the line is located in the end of the dedicated passenger line network and effectively links with the existing railway line.Research on the mode of operation organization and the selection of targeted speed value are made based on the Xi'an-Lanzhou dedicated passenger line in this paper. The main contents and conclusions are as follows:1. The through-line passenger flow being the major component and the long distance of over line flow are the two characteristics of passenger flow of Xi'an-Lanzhou line. Regarding them as the background, a Bi-level Programming Model has been constructed to obtain the rational off-line distance of high-speed train by taking the off-line distance and the train ticket rate of the high-speed train on the existing lines as the decision variables.2. On the basis of the rational off-line distance, the specific mode of operation organization for the Dedicated Passenger End Line is presented. It shows that a multi-speed transport mode should be adopted in the Dedicated Passenger End Line. In this mode, in-line trains and part of the off-line trains share the same high-speed line, both of which can select either A-level or B-level motor train units, other off-line passenger flow that can't fit to the high-speed line may travel on the existing line with C-level train or transfer in a certain station.3. Analysis the adaptability of the specific mode to the carrying capacity, the characteristics of correlative railway network and the passenger flow, the results show that the adaptability is acceptable.
