The Industry Layout Research Of Shanxi's Developing Circular Economy

The development of circular economy is the effective way and necessary choice of implementation sustainable strategy and building new type of energy for Shanxi,and it has significant strategic meaning.At the present,there are many serious problems in Shanxi province,for example,lower layers of economic structure,shortage of water resource, environmental pollution,soil erosion,weak ecological environment and so on.Especially,the advantages of coal resource are depended on in a long time in Shanxi.Most of heavy chemical bases that belong to high investment,lower output are set up on the basis of exhaust resource.The existence of industry leads to the serious structural pollution and becomes the major barrier that has a poor role in the sustainable development in Shanxi province.However,the critical ways to solve the problem are to adjust industrial structure,plan industrial distribution rationally,then,do away with structural pollution completely and reduce the stress of environmental pollution and ecological damage in order to contribute to the development of circular economy in Shanxi province. This article will compose the industrial distribution structure of the system of circular economy in Shanxi through three parts.They are the special resource condition,the building of ecological industry and the development of environmental industry.Industrial distribution is the space forms of production existence and development as well as the distribution condition of each industry in different regions.Different regions shape industrial structural according to different resource advantage,then form industrial distribution together with other regional industry.The layout of the article is relatively rational because of the three followed reasons.Firstly,at the leading of circular economy principle,to exert the resource and comparative advantages in light of the current resource condition and regional traits.Secondly,to make industrial distribution on the premise of industrial accumulation effect and ecological industrial effect.Finally,to make good efforts to develop environmental industry on the basis of considering promoting the ecological process of each industry and eliminating barriers in the course of ecological system recycle.It includes not only carrying on end pollution control,implementing the clean production technology and recommending the pollution-free food consuming,but also developing environmental friendship industries with characteristic of Shanxi such as eco-tour,education,sports,convention and exhibition and ecological culture,etc...Through the industry layout of the above,and through proposing industry layout principle,thinking and tactics from strategic angle,the industry system of constructing circulation economic development of Shan xi has been elementarily completed from microcosmic and macroscopic two aspects.
