As an effective industrial organization model, industrial park is an area where the industry is highly concentrated. Nevertheless, it also has been a place of high resources consumption as well as high environment pollution. It has brought great economic and social benefits to the socio-economic development. However, it caused extremely adverse impacts on regional environment, as well. It is an inevitable choice for the industrial park to develop circular economy and build eco-industry parks. With the continuous improvement of circular economy in industrial park, the necessity of scientific evaluation on the development level of circular economy has been highlighted, in order to constantly promote the circular economy’s construction. Based on the eco-efficiency, the indicators system of evaluation for the circular economy of industrial park which including three aspects was established, and the weight for indicators and the evaluation model was selected. The evaluation model was applied in the two cases as Yuecheng Industrial Park and Xinqiao Industrial Park. The main conclusions obtained are following:(1) Drawing on the case studies of circular economy evaluation and the comparison of various circular economy evaluation methods at home and abroad, the eco-efficiency analysis was regarded as an appropriate evaluation method which reflected the core idea of circular economy. Based on the concept of eco-efficiency and typical circular economy evaluation indicators, we established the circular economy evaluation indicators systems for industrial park in three levels. They are sub-target layer, criteria layer, and index layer. The systems contain twelve specific indicators, including four subsystems such as economic development, resource and energy utilization, environmental pollution control, and material recycle.(2) Due to the limitation of data available in Industrial park assessment, the method of TOPSIS was selected as the evaluation model from the objective and scientific principles. In order to avoid the subjective factors in weight calculation process and to ensure of the accuracy of evaluation results, the entropy value method was chosen for weight assessment. To evaluate and determine the situation and bottleneck of Industrial Park’s development, we determined the evaluation standard values, according to the existing national standard values and the target values of existing researches and other relevant policies. Standard values were divided into four levels:excellent, good, moderate, and poor.(3) Based on the related data and development political documents collected from the two towns of industrial park, the evaluation for circular economy of industrial park was was carried out by the application of evaluation systems. Results shown that the circular economy development levels of Xinqiao Industrial Park and Yuecheng Industrial Park were both moderate. But the development level of Xinqiao Industrial Park was close to the good level. Therefore, the level of Xinqiao Industrial Park’s development was relatively better than that of Yuecheng Industrial Park By comparing various subsystems and analyzing obstacles to the development of circular economy, it indicated that the construction of circular economy in Yuecheng Industrial Park should focus on the improvement of environmental pollution control and the utilization of resource and energy. The economic development and material recycling situation of regions in Xinqiao needed to be improved by adjusting and upgrading the industrial structures in which the traditional industry of account for an absolute proportion in Xinqiao.
