Study On The Development Of Circular Economy Of Midong Chemical Industrial Park

Since 2004, the Chinese Communist Party committee of Xinjiang Uygur Autonomous Region and Government decided to implement economic integration of Urumqi and Changji Hui Autonomous Prefecture. And then Midong District was set up as the experimental field and breakthrough of Urumi-Changji economic integration in April, 2005, based on Miquan City of Changji and Dongshan District of Urumqi. In September 2005, the autonomous region approved the establishment of Midong Chemical Industrial Park. This is the first key step of implementing the strategy of promoting the city center and developing the economic of North Slope of the Tianshan Mountains. The first step of the development plan put forward by the Chinese Communist Party committee of Urumi-Changji is to gradually put together the petrochemical industries of Urumi-Changji zone to Midong District; Midong Chemical Industrial Park will be development priorities in Midong District.The brand-new working practice cries for thinking clearly, unifying ideas and guiding practice with related theory systematically. As to the high consumption, high pollution of chemical industry, it demands the chemical industrial park development to implement the circular economy mode which is integrated with clean production, comprehensive utilization of resources, ecological design and sustainable consumption patterns integration. Based on the theory of circular economy and ecological industrial park, combined with the development status of the Park, this paper puts forward conception of developing evaluation index system for circular economy in the Park. Synthesizing the evaluation index system issued by The National development and Reform Commission and considering the specialty of chemical industry, combining with cleanliness index system of petrochemical chlor-alkali chemical industry, the conception is significant for the evaluation of the development of circular economy in the Park. The analysis of all sorts of industrial material energy metabolism and aims at the utilization of the waste synthetically and builds highly correlative industrial chain which are petrochemical industry,chlor-alkali chemical industry,comprehensive utilization of coal refuse and comprehensive utilization of waste. Then form a cycle of economic characteristics of eco-industrial parks. Finally, on the industry status quo of the park, carry on the pointed supplement and the extension industry chain.
