Our country is constructing resource conservation and the environment friendly society, saving the resources is the basic national policy of our country, we must oppose the waste. But the problem of energy waste puzzles our country's economic development and the social development for long-term, this problem which is a universal existence but difficult to solve. The problem of energy waste is also seriously in the government department, and had brought to various aspects attention; saving energy should be carried out in the government department. The State Council has sent the energy conservation examination and critique plan, since 2008, the Chinese provincial level officials start to hand in the energy conservation answering paper to the central government, if the report card were not to pass, they would face to be asked the responsibility and "a ticket veto".The government department conserves energy including two aspects, on the one hand is the energy conservation administrative leadership and the supervisory work, and on the other hand is the government department own energy conservation work. In comparison, at present, it is also insufficient for the government department to do its own energy conservation work research. In theory aspect, the government department also lacks of comprehensive, systematic, qualitative and quota analysis and the research on its own energy conservation question. In practice aspect, the government department energy waste question is urgently to be solved. To construct resource conservation and the environment friendly society, we must solve the energy resources waste problem. We must study the problem theoretically and solve the problem of the government department energy resources waste in practice. This problem has been carried out.This article tries to discuss the government department own energy waste question, provide the theory and the method for the understanding and the analysis solution for government department energy waste question, provide the practical feasible countermeasure plan for the solution government department energy waste question, this will be helpful to reduce and prevent energy waste. The government department energy waste phenomenon is universal and serious. As a result, the result of the research will have a widespread application field and good prospect.First, this article defines the concept of energy of government departments from the concept of energy, clarifies the extension of energy of government and summarizes the characteristics of energy consumption of government departments.Second, analyze the current situation of energy waste of government departments. We summarize the following four aspects: first, the indicator of government departments energy consumption is high and the total quantity is big; second, the overall efficiency of end-use equipment is in low level; third, there is great potential for savings energy, water and expenditure; fourth, the situation of government is complex, and the management of energy-saving is difficult. On this basis, analyzing its causes in-depth, there are four aspects: the loss of value and moral, the weak management capacity, the loss of legal system and lack of popularization and application of energy-saving technology.Finally, according to the causes of energy waste of government departments, this article gives five pieces of advices for eliminating the waste from the building of value and strengthening moral guidance, improving the ability of saving-energy management, strengthening the construction of legal system, intensifying the efforts to promote the use of technology ,learning the experience of the United States.
