This paper focuses on the research of performance management in oilfield community management industry. In the restructuring process of state-owned petrochemical enterprises, oilfield community management industry came into being. Faced with the increasingly market competition, it is not an easy thing to develop oilfield community management industry, which the most important thing is to do a good job in human resources management. As a main function of human resources management, performance management has been the main point and difficulty to implement modern human resource management in major oilfield community management industry.The main body of this paper takes performance management in Xiangyang Community Management and Service Center (XYCMSC) of Jianghan Oilfield as an object of study. Based on theory of performance management and analysis of community management industry in China, this paper analyzed the problems and reasons of the current performance appraisal system in XYCMSC in-depth, proposed the community performance appraisal system improvement program and implementation of security. According to the paper, there are some weakness, such as weak sense of goals management, inconsistency of assessment methods with the market, lack of focus of assessment, unreasonable indicators, unclearness of assessment purposes and lack of solutions, etc. The causes of these problems lie in the current community system's imperfection, the structure's unreason and the human resource management's unfit. In order to solve these problems, this paper had a redesign of performance management in XYCMSC. This consists mainly of post analysis, determination of evaluation index system,the performance appraisal system's optimization and the use of performance results. Finally, this paper gave an effective implementation of safeguards for this management system, such as organizational structure's optimization, incentive system's perfection and the mental health staff's concern.
