21st century is the times of knowledge and economy, in this century, the generating and enhancing of corporation's core competence depends much more on the power of one corporation's human resource management, which has been an important qualification. If the enterprises want to stand up in the intense market competition and obtain the competitive advantage to develop continuously, they must cultivate their own core competitive power and construct their own system of Strategic Human Resource Management. But in the system of Human Resource Management, the promotion of the enterprises' core competitive power is determined by stuffs' competence structure if the Jobholders can satisfy the profession's special competence requisition that they engaged in. On the one hand, the level of the stuffs' knowledge and skill have a direct affect to enterprise's marketing competitive power; on the other hand, staffs' attitude and the role of society also affect the enterprise's core competitive power indirectly. So constructing system of strategic human resource management based on competency is an effective way to realize the enterprise's strategic target.This article attempts to set up the Human Resource Management system based on the Competency model by analyzing the basic theory of Competency model, furthermore, we analysis the new development of Competency model. e expect that it will inspire our country's enterprises to set up this system and will be helpful to face the intense competition, and we also hope that it will help the enterprise to do well in the development and management of human resource management to enhance their competence. As a case, we build a set of Human Resource Management system based on the Competency model of tianjin'enterprises.The study framework as follows: the first part is the foreword, it will introduce the background,meaning and proposition that we will study; In the second and the third part, we review and summarize the theory of Competency, introducing domestic and foreign research results systemically; we Construct the system of the Human Resource management in the third part, moreover, job analysis, employment, training, performance management and salary management based on Competency model also be introduced detailed in this part; the development course and the fifth part review the economy development and the problem which existed in the economy. Meanwhile, we take tianjin'enterprises as an example to show how to set up human Resource management based on Competency mode and descript detailed the explorative practice of the Competency model using by the enterprise, The sixth part is the concluding remark which propose the direction that Competency mode used in the Human Resource management.
