Study On Planning And Practice Of Industrial Circular Economy Of Small Towns In Zhejiang Province

In recent years, the economic development of small towns of Zhejiang Province has obtained great achievement. But meanwhile, due to their extensive economic growth mode, many issues like short supply of energy, waste of resources and environment pollution have come up in the process. So, how to change the existing industry-led development mode into a high efficient, steady and sustainable development mode is becoming a key issue for us.As a scientific idea and advanced economic mode, circular economy is a good method for solving the sharp contradictory between economic development and environment, and bringing a new way out for economic development of small towns of Zhejiang Province.It is obvious that develop circular economy in industry for small towns of Zhejiang Province is a necessary selection to realize their sustainable development.The main research contents of this paper are summarized as follows:1.Summarized domestic and overseas basic theory, research status quo and operation practice of circular economy, thus providing theories and pracetice foundation for the planning and practice of industrial circular economy of small towns of Zhejiang Province.2.Took Xiao-cao'e town as the case study. The study contained three aspects:(1)The study analyzed present development of Xiao-cao'e town from the aspects of its social and natural conditions, economic present, environment quality, energy and resources comsuption and emmission of industrial pollutes.Then, it pointed out superiority and inferiority of developing industrial circular economy for Xiao-cao'e town.(2)Based on theory and reality, the study designed the frame system for the implementation of industrial circular economy for Xiao-cao'e town, including guiding ideology, principles, objects, index system and thoughts.(3) Based on investigation and analysis of industrial development reality of Xiao-cao'e town, and lessons from the implementation of circular economy of China which covering three levels, the study implemented from three levels: maicro-level (industrial area), medium-level(industry chain) and micro-level(enterprise).For each level, the paper gave some corresponding stradegies.Then, it established guarantee system for Xiao-cao'e town from organization, policy, technology and law aspects3. Summarized the results of the case study,which would provide reference significance for the industrial circular economy of small towns of Zhejiang Province in future.
