Study On The Planning Of Town Circular Economy

In recent years, many localities have been carrying out recycling economy construction, causing the compilation of circular economy planning has become hot gradually. A lot of eco-industry parks, such as the planning and construction of North Shandong chemical engineering eco-industry park, national eco-industry park in Guigang, eco-industry park in Suzhou new district, virtual eco-industry park in Nanhai, provide better materials to the study on circular economy in our country, and also provide good experience to the construction of circular economy, but still lack of the systematic study on the foundational theories, establishing a technical path, basic principles, goals, indicators system and security system about town circular economy planning. Therefore, the foundational theories and establishment of the collectivity design project of the town circular economy planning were studied in this paper, and cited Xixiang sub-district Baoan district Shenzhen City's circular economy planning as an example, combining the theories of sustainable development, system science, ecology and economy.The basic theoretical research of town circular economy planning is of a comprehensive multi-disciplinary theoretical study. It includes theories of sustainable development, system science, ecology economy and etc.Town circular economy planning embodies the thinking patterns of sustainable development. Sustainable development is a kind of development form, which not only meets the needs of contemporary people, but also doesn't compromise the ability of next generation meeting their needs. It comprises three aspects of sustainable social, economic and ecological development. It has "the same fate" relationship with circular economy: (1) economic development pattern of circular economy embodies thinking patterns and action modes of sustainable development; (2) 3R principles of circular economy are the same as 3R principles of sustainable development, namely "reduce, reuse and recycle".Town circular economy is a huge system. System science supplies a way of thinking to the study, analysis and planning of enormous system. Knowing the characteristics of the huge system and applying the information theories and cybernetics in system theory, is to plan town circular economy. Town circular economy is also an inertia system with multiple levels. Its ecological carrying capacity is limited; meanwhile, this system is a dynamic equilibrium. Equilibration period is a long-term rather than short-term. Ecological industrial chain was designed with economic matching principle, and the cycle-production and cycle-consumption society were built. Control capability of the economy system was analyzed in this paper, applying information theories and cybernetics.Ecology is the base of circular economy practice. Town circular economy planning embodies the concept and thinking pattern of ecology. Inspiring from forming harmony sustainable dynamic equilibrium relationship of environment, producers, consumers and reducer in the nature, circle structure was built among resource exploiters, production manufacturers, consumers and waste handlers, which is similar to the one in the nature, leading society system to repeatedly efficiently use the materials entering the system, and energy and resource into play the full role. Reducing waste which comes into the system can promote the dynamic equilibrium relationship between environment and human society becoming harmony sustainable.The economic theory plays an important role in town's circular economy planning. The town industry interrelation's manner was investigated, and the values of town's industry interrelation, which has important practical significance to construction of ecological industrial chain was calculated and analyzed in this paper. At the same time, industrial structure theory's market mechanism and macro adjustment mechanism were applied to regulate industrial structure and industrial distribution in the region. These will impel the industry to be opening, harmonic, ecological, dynamic, and advanced in town.The town circular economy was partitions into four sub-systems: society, economy, resource, and environment, according the theories we discuss upwards in this paper. Every sub-system can't be independently researched, but should also be taken into account with the correlation between them. Every sub-system we mentioned was subdivided into three systems: microcosmic (enterprise, household), medium (industry park, community), macrocosmic (society). Based on these conclusions, the technical line and basic frame of town circular economy planning were presented. Town circular economy planning should possess these factors: basic principles, goals, indicators system and security system of town's circular economy planning.In order to promote circular economy to develop rapidly, steadily and healthily, an effective method was needed, which can measurement monitor their status, situation. The indicator system of town circular economy is base on the basic principles. Indicator sets that describe the process of development were quantitatively evaluated, combining the characteristics of object. It is a multi-indicator integrative evaluation of a complex system, consisting sub-system of society, economy, resource and the environment. The project content of town circular economy planning is demonstrated in the figure:The theory and design ideas mentioned earlier were applied. The data collection and circumstance of Xixiang sub-district Baoan district Shenzhen City were investigated and studied in detail. Ten actions in the scheme of circular economy were presented: action of industrial structure optimization; action of vigorously developing tertiary industry; water-saving action; energy-saving action; land Resources intensive using action; waste-recycling action; action of developing green consumption; action of protecting the ecological environment; action of popularizing the notion of recycling economy.
