Research On Cluster Innovation And Cluster-Based Innovation Policy

In the interactive background of globalization and localization, the world-distributing industry cluster increasingly enters into people's eyes, and become a hot topic currently. Industry cluster has played an important role in the development of regional economics, made full use of its predominance of localization and embeddedness, and became a dynamic system to enhance regional competitiveness and an innovation headspring to advance local prosperity.At the time of industry's enormous achievements, however, there exist lot's of problems, such as low industry-level, low cost competition, low independent innovation ability, lack of core technology, technical barriers and environmental barriers in the international trade, and so on. All of these can summarize into one problem——industry cluster's lack of innovation motive. On the other hand, many countries in the world have treated cluster as a policy tool to stimulate region innovation ability and competitiveness, and succeeded. UNIDO, OECD and other international organizations are also trying to impel cluster initiative and cluster policy in the public policy practice to the Third World nations. The article takes innovation as the aim, and projects the conceptual system of cluster-based innovation policy from the angle of innovation. The framework comes down to cluster-based innovation policy's meaning, policy background, policy subjects, policy lays, policy ideology and policy fulfillments, and can be a new complementarily and a significative try towards the research of our country's cluster policy. The paper puts forward building industry innovation office under the background of disordered cluster governance status in China at present, and expatiate the office's basic function and operation flow. From the aspect of policy fulfillments, the paper brings into the balance scored card and amends the traditional aspect to offer a new thinking method for policy fulfillments. Directed by industry economics, economic geography, new institutional economics, strategic management study and new economic sociology and drawing on some new fruits in the theories of social capital and global value chains, this article systematically cards and research the relevant theories of cluster innovation and cluster policy. In the empirical part, through the theoretical analysis of typical cases and on-the-spot inquiries, the article analyzes the Denmark cluster, Xinzhu's cluster and Xiqiao town, and then research detailedly on the formation, evolution, innovation mechanism and innovation policy of Yongkang's hardware cluster, and make some suggestions for the further development of Yongkang' cluster.What have been stated in this dissertation follows the conclusion that, the policy has been playing an important role in both of the developed countries and developing countries, establishing a perfect cluster-based innovation policy will be good for industry innovation, industry upgrading, and sustainable development in clusters. This conclusion will make a strong impact on the innovation strategies and policies initiatives of Chinese clusters.
