Research On Industry Cluster Innovation Policy Based On Innovation System

Since always, industrial cluster is the focus of the world. It has become more and more important ineconomic development and regional competitiveness enhancement. However, there are still some problemsin the development of industry cluster in our country, such as low level of industry, weak ability ofindependent innovation, and lack of core technology. As a matter of fact, these problems can be attributedto the innovation underpowered of industry cluster. Industrial clusters innovation policy is the key to solvethese problems. Effective cluster innovation policy can stimulate the cluster innovation ability and improvethe regional innovative capacity. In the development of industry cluster, the role of regional innovationsystem can not be ignored, since there’s inevitable connection between them. Industry cluster is a specialkind of network mode, which consists of enterprises, universities, research institutions, government,intermediary services, etc. While in innovation system, the mutual cooperation and promotion amongvarious actors in the region are emphasized. The aim of an innovation system is to form an optimalallocation of knowledge, technology, capital and human resources in an area.In this paper, an industry cluster innovation policy was build from the perspective of the innovationsystem. Based on the study of the cluster innovation essence and mechanism, the relationship betweenindustrial clusters, and the regional innovation system, an industry cluster innovation system frameworkwas build from the aspects of innovation subject, innovation network, and innovative environment. Andthen the industrial clusters innovation policy framework based on the industry cluster innovation systemwas put forward. On the basis, the empirical research on Huiguo aluminum industry cluster was made.Through the current innovation ability of the cluster and the analysis of the innovation subject’s needs, the corresponding policy for innovation development of the aluminum industry cluster was proposed fromaspects of technical innovation, organizational innovation and system innovation. The main conclusions ofthis study are as following:(1) The innovation is the essential characteristics of industry cluster, and the policy is a crucial factorof industrial clusters innovation. In the future, the less creativity industry clusters will not be the targets ofregional economic development. Industry cluster policy shall be formulated from innovation. Byestablishing a reasonable innovation policy system, the innovation of industry cluster in our country will bepromoted, thus the development of industrial cluster on a virtuous orbit can be made.(2) Since there is an inevitable contact between regional innovation system and industrial cluster, thepolicy for industrial clusters innovation made from the perspective of the innovation system will play theadvantage of the combination, making the policy itself more effective. Innovation is the soul of the regionalinnovation system. As a kind of industrial space organization formation for creating a competitiveadvantage, industry cluster has groups of competitive advantages and cluster scale, having the advantage ofinnovation effect. Industry cluster is actually a special innovation system, in this paper, industrial clusterand regional innovation system were combined, in order to work out the policies based on regionalinnovation system, as are not only more effective, but also more helpful for the industry cluster to realizeinnovation.(3) Industrial cluster innovation system was constructed from innovation subject, innovation networkand innovation environment. In this paper, industrial cluster innovation system was analysed frominnovation subject, innovation network and innovation environment, first of all, the effect of innovationsubject in innovation subject was discussed; secondly, the cooperation mode and mechanism between theinnovation subjects in industry cluster were analysed from the core network, auxiliary network and external network; finally, the appropriate environment for industry cluster innovation development was built.(4)Take the need for current innovation of Huiguo aluminum processing industry cluster into account.In this paper, the investigation and analysis for the need of current innovation of Huiguo industry clusterwere taken, from three aspects such as subjects need, nets need and environmental need. The conclusionwas reached that what needed most for the development of industry cluster innovation is good financingenvironment, excellent talents from each domains (especially technology talents), the culture ofcooperation sense of each subjects, the ability of opening up of the cluster, and good infrastructure andpreferential policies.(5)On the basic of the cluster innovation system, the innovation policy of the aluminum processingindustry cluster in Huiguo town was designed from the aspects of the technical innovation, organizationinnovation and system innovation. Technology innovation policy--Promote the new technology and newenterprise’s growth, through the financial support and innovative talents introduction. OrganizationalInnovation policy--Promote the cooperation between the innovation subject in the cluster, by constructingthe perfect core network, auxiliary network and external network of industry cluster.System innovationpolicy--Provide a good development environment for industrial clusters innovation, through theimprovement of the hard environment (technical facilities, agency, technology innovation platform,information and traffic network) and the soft environment (system and social culture) from the localgovernment, under the higher level of government promoting the system innovation of the localgovernment.
