Operating index system reflects the state of the production and operation of enterprises. Sound and scientific operating index system can accurately reflect operating results of enterprises in a period of time, which provides guidance for the scientific management and decision-making of the business managers.With the rapid demand for feeder transport in Pearl River Delta (PRD) region in recent years, the size of the container feeder enterprises expanded rapidly, while the shortcomings in the management of these enterprises exposed gradually. Their internal traditional indexes for the state of production and operations have been unable to meet current management needs, and most of them do not take the advantages of modern management information system (MIS) in data processing. Furthermore, the unique geographical link between PRD region and Hong Kong makes the operating mode and business process of the feeder enterprises have strongly regional characteristics. Therefore, general enterprise index system and evaluation methods are not entirely applicable, and it is necessary to establish a special operating index system and a comprehensive evaluating method to reflect and evaluate their operating results.This paper deeply analyzed the operating mode and business characteristics of the PRD container feeder enterprises and the problems of existing indexes, then constructed a set of scientific and comprehensive index system which can accurately reflect the operating results by making full use of the advantages of MIS to collect and process data, and designed a set of comprehensive evaluating and data-processing method combing Neural network, Analytical hierarchy process, Principal component analysis, Fuzzy comprehensive evaluation and other evaluating methods. Through empirical analysis, it is proved that the operating index system and comprehensive evaluating method have practicality, maneuverability and effectiveness.
