Study On The Strategy Of Sustainable Agriculture Development Of Guanyun County

The main difference of agriculture and other industries was that the development of agriculture was restricted by natural environmental condition which was varied infinitely. The regionality of agriculture was caused by different natural condition. The agricultural sustainable development was restricted by the natural condition of the region. The key of getting the sustainable agriculture of a county region was to develop together with the large region, thus the agriculture of a county region must join in that of the large region and cooperate with the other counties of the large region. The integrated assessment of agricultural sustainable development, including the target system of assessment, the method and model of assessment, links its theory to practical application. We would be unable to definite the sustainable agriculture technically and to instruct its practice. In the process of implementation the strategy of agricultural sustainable development, we need appraisal the course of action and disparity between the real condition and the requirement of agricultural sustainable development. The county regional agricultural sustainable developmental strategy will be explicit and specialized with the assessment results.In the thesis, we had analyzed the others' relevant researches, and paid attention to the conception of sustainable development and the studies on integrated assessment.Knowing about Professor Zhou's study on integrated assessment of agricultural sustainable development of Jiangsu province, and modeled after the target system of assessment, we established integrated assessment system for the comparison of the capacity of agricultural sustainable development of Guanyun County. The thesis studied the agricultural sustainable development of Guanyun County on economics way. Taking a dynamic comparison of the capacity of agricultural sustainable development of Guanyun county, the advancement and the tendency of the agricultural sustainable development was settled. On the base of this, the confidence and feasibility of the strategy and countermeasure for developing the sustainable agriculture, which can be applied in the correlated domains, was analyzed. On the base of the study, the analysis on the factors which effects the capacity of agricultural sustainable development of Guanyun county were conducted and the integrated assessment system of that was designed. Using the data of year 2002 to 2005, with appraisal target and comparison target, the status of the agricultural sustainable development of Guanyun county in the seem region was assessed, and the tendency of that in the tenth national economy plain was settled, and the superiority and shortage of that was analyzed to point out the strategy of agricultural sustainable development of Guanyun county.The results showed that the characters of agricultural sustainable development of Guanyun county were as following. The performance of the aspect of production was characterized as followings. (1) The natural resource was rich. (2) The crop yield was high relatively. (3) The agriculture environmental pollution was slight. (4) The chemical input in agricultural field was less. (5) The degree of farming mechanization was low.The performance of the aspect of rural economy was characterized as 2 aspects. First,the ratio of marketed proportion was low. Second, the level of the peasants life condition was poor. The most remarkable character of performance of the service taken on agriculture was that the ability of agricultural technology instruction was weak. The conclusion about the superiority of agricultural sustainable development of Guanyun county were rich in natural resource, high in crop yield and good in agricultural environment, and the limitation factors of that was low in peasants' living standard and ability of agricultural service on technology. During the tenth national economy development plan, the capacity of agricultural sustainable development of Guanyun county was enhanced, for the main shortages of the capacity of agricultural sustainable development of Guanyun county was enhanced, while the superiority of that was decreased and the climate disaster effected the agriculture development. The evidences of enhancement of the ability of agricultural sustainable development of Guanyun county were the increasing of the mechanization level, the irrigation rate, the production efficiency of land and labour, the finance investment in agriculture and the crop yield, though it varied in years. The evidences proving the decrease of superiorities were decreasing of the cultivation land area, of the average personal corn planting area,and increasing of the chemical fertilizer and pesticide. This resulted in the increasing of cost of production and was harmful to the agricultural environment. That the input and output of the agriculture in Guanyun county had increased jointly was mainly benefited from the adjustment of farming structure and the improvement of rural economy structure. The ecological agriculture development was prompted with the condition.The key to enhancing the ability of agriculture sustainable development was to maintain the superiorities. The strategy for it were as followings. First, the superiority should be maintained and insufficiency be surmount. Because of the importance of agriculture in the economy and the independence of agriculture of Guanyun county, the resource should be reasonably used, the agricultural environment should be protected, and the growth way of economic development must be transformed, to take the lead position of county regional agricultural sustainable development in northern Jiangsu area. Second, the economic structure should be optimized and economic industries should be developed cardinally. Because the economy development can be affected with the change of the other industries in the county. Especially in the process of industrialization, the development of industry can pollute the environment. The policy must settled to regulate its development. Third, the peasants must become the main force to join the works of regional sustainable agriculture development. This research offers an analytical frame for integrated assessment of county regional agricultural sustainable development, which not only guides the agricultural sustainable development of Guanyun county, but also can be used for reference with its methods and analytical system by other areas.
