Creating And Investigation Studying Of The National Sustainable Agricultural Development Demonstration Site For A Typical County In China

Agriculture has a fundamental position in the development of China's national economy and sustainable agricultural development is an inevitable choice for China to achieve the "five-in-one strategic layout" and build a beautiful China.It is an inevitable way to achieve national green development and rural revitalization.Inherent requirements for the development of new agricultural modernization of socialist agriculture with Chinese characteristics.At the same time that China's agricultural and rural economy has made great achievements,a series of problems outbreak about by the excessive development of agricultural resources,the excessive use of agricultural inputs,the imbalance in the development of agricultural species and breeding,and the overlap of internal and external agricultural pollution have become increasingly prominent.In 2016,the Central Document No.1 clearly put forward the requirements for the construction of a pilot demonstration area for sustainable agricultural development.In the same year,the Ministry of Agriculture and other seven sections issued the "National Agricultural Sustainable Development Pilot Area Construction Program",which clearly defined the developing targets of agricultural industry,resources,and environment,including the main contents on efficient use of resources,governance of environmental problems,and protection and restoration of ecology.However,for a long time,based on traditional agriculture,how to adjust regional agricultural industrial structure,cultivate new industries,and formulate sustainable agricultural development mechanisms are Key and core issues for achieving sustainable agricultural development in a typical county.This article takes Hechuan District of Chongqing City as an example to carry out empirical research on the establishment of a national county-level sustainable agricultural demonstration zone.Through SWOT analysis of traditional agriculture in Hechuan District,combined with the requirements of national agricultural sustainable development demonstration zones and sustainable development of agriculture at home and abroad,and by analyzing of the other demonstration areas' experiences,we formulated the establishment ideas,main goals,construction framework and safeguard measures of Hechuan District's county-level agricultural sustainable development demonstration area.The main resultsare as follows:1.SWOT Analysis of Agricultural Sustainable Development in Hechuan,ChongqingLocated in the northwest of Chongqing,Hechuan District of Chongqing is a typical mountain and hill traditional agricultural farming area whick is located in the Three Gorges Reservoir area of?the upper reaches of the Yangtze River.As a traditional agricultural district of Chongqing,Hechuan is the national production base of commercial grains,lean meat pigs,silk cocoons,and oranges.The total grain output,the number of pigs slaughtered,and the annual output of aquatic products have ranked first in Chongqing for several consecutive years.However,the traditional agriculture in Hechuan District also has problems such as irrational industrial structure,severe pollution of resources and environment,and uneven development of rural society.In the process of sustainable agricultural development,efforts need to be made to solve the problems of structural adjustment of the agricultural industry and the establishment of a large regional cycle to extend the industrial chain.Hechuan,as Chongqing's leading urban-rural development area,as the main food production area and population number of Chongqing,needs to focus on planting,breeding,and rural human settlements Environmental issues.Hechuan,as a sustainable development of rural society,needs to focus on solving the problems of the institutional mechanism.2.Thoughts on the Construction of Agricultural Sustainable Development Demonstration Zone in Hechuan DistrictFocusing on the positioning of Hechuan's new urban development zone,adhere to the core idea of "Lich people,Ecologically livable",fully grasp the opportunity of building a national agricultural sustainable development demonstration zone,take the acceleration of the transformation of agricultural development as the main line,and adhere to "ecological priority and green development" developing way,focusing on the task of modern ecological circular agriculture construction,comprehensively promote the healthy development of ecological agriculture in Hechuan District.Make full use of Hechuan's favorable natural conditions and good agricultural foundation,tap the potential of advantageous agricultures,and expand the various functions of agriculture.Focusing on the reduction of material input,cleaner production processes,waste utilization and resource utilization,and high-quality product supplying,we will adjust and optimize the planting,aquaculture,and internal structure,and promote the development of ecological agricultural industrialization.Promote the integration of new planting and breeding models and the application of ecological and circular agricultural technologies to achieve the comprehensive advancement of the agricultural industry,agricultural resource exhibition,and sustainable development of rural society in Hechuan District.By supporting production of planting and breeding,the mutual benefit of docking agriculture and animal husbandry,and the recycling ofwaste,the ecological agricultural development model of Hechuan District's main operating body small,town-level,and district-level large-scale recycling is established.It highlights the unique advantages of water resources and aquatic ecology of the Three Rivers Convergence,promotes the greening of production and lifestyle,and creates a modern ecological circular agricultural demonstration zone and a pioneering zone which is full of characteristics of the mountainous and hilly areas of western Chongqing.3.Goals of Hechuan District Agricultural Sustainable Development Demonstration ZoneBased on the characteristics of natural resources,climatic characteristics of the Hechuan District,and the existing agricultural foundation,and accompanied with the construction goals of the modern agricultural sustainable development demonstration area,the development orientation of the sustainable agricultural development demonstration area in Hechuan District is determined,that is “The Sustainable Development Demonstration Area of Circular Agriculture with Hilly Characteristics in the Western Chongqing Mountains”.Establishing the development ideas of "innovation,coordination,greenness,openness,and sharing",with the goals of optimizing industrial layout,strengthening aquaculture pollution controlling,promoting clean production and recycling of agricultural waste,and tapping agricultural ecological functions,and focusing on efficient use of resources,integrated governance of the agricultural environment,ecological protection and restoration,we'll endeavour to constructing five major systems for sustainable agricultural development including advancing 27 major projects and completing 130 key projects,in order to take a road of agricultural modernization with “Efficient output,Product safety,Resource conservation,and Environmental friendliness”.In future,there will be 10 ecological cycle agricultural demonstration parks,30 large and medium-sized ecological cycle agricultural demonstration enterprises and 300 small ecological cycle agricultural demonstration sites being setting up.And realize 100%equipment matching rate of the livestock and poultry manure treatment,95% comprehensive utilization rate of livestock and poultry manure pollution,90%comprehensive utilization rate of straw,and achieve negative growth of fertilizers and pesticides.4.Construction Framework of Hechuan District Agricultural Sustainable Development Demonstration Zone(1)Construct a regional agricultural industry recycling system.Mainly implement the five major agricultural industry upgrading projects including grain and oil,livestock and poultry,aquatic products,vegetables and fruits will be carry out.By 2020,the food will be stable at 700,000 tons,vegetables 950,000 tons,fruits 200,000 tons,pig quantity 1.2 million,and aquatic products80,000 tons.Basically,the farming manure pollution will be fully absorbed by planting,and regional agricultural production cycle will be successfully established.(2)Construction of a regional agricultural recycling development system.It mainly implements five major projects such as the creation of ecological cycle agriculture demonstration sites,model demonstrations,technology broadcasting,and household circulation.It achieves annual consumption of 300,000 tons of manure from livestock and poultry breeding,and the area of recycling agriculture scale reaches 800,000 mu and 50,000 households.Construction of regional agricultural industry supporting system.Focus on the implementation of six major projects: quality improvement,brand creation,agricultural supply,agricultural machinery services,agricultural technology services,and personnel training.By 2020,the penetration rate of safe agricultural materials will reach 90%,and the level of agricultural mechanization will reach 58%,the pass rate of agricultural products testing reached 98%,and 30 recycling agricultural technologies will be diffused.Establishing a development guarantee system for agricultural resources.It mainly focus on the six major projects including farmland-improvement,non-point source controlling,drinking water security,biological protection,resource utilization,and environmental monitoring.Achieve 100%cultivated land retention rate,build 1.15 million MUs of high-standard farmland,reduce 100 square kilometers of soil and water loss,fully cover of soil testing and formula fertilization technology,and negative growth of chemical fertilizers and pesticides;green prevention and control coverage reach 30%;and efficient water-saving irrigation to 600,000 acres.(5)Establish a rural environmental health supporting system.Focus on the carrying out of five major projects including rural drinking water,rural sewage treatment,rural garbage treatment,toilet modification,rural landscaping.By 2020,the drinking water compliance rate will be 100%,3rivers' water quality will maintain Class III standards,the rural domestic sewage treatment rate will be 90%,the rural garbage treatment rate will be 55%,and 100 rural landscaping projects will be completed.5.Construction,operation and management measures of Hechuan national Agricultural Sustainable Development Demonstration ZoneScientific operation mechanism and powerful safeguard measures are the key to the sustainable development of county agriculture.This article focuses on the objectives and contents of the construction of the Hechuan District
