Study On Sustainable Agricultural Development At County Level In Shallow Mountainous Areas

China is a developing agricultural countrywith a large population and shortage of resources per capita. The agricultural sustainable development is not the development to destroy the agricultural renewable resources and environmental quality, and combines protecting the environmental, making efficient use of agricultural resources and meeting the need of human, in order to realize the aim of ecological reasonable, economic efficient and develop sustainable. From the macro situation, CCCP's Suggestions on Making the 11th Planning of National Economic and Social Development puts forward to"fulfilling scientific development view","constructing socialism new rural","constructing resources-saving society, environment-friendly society". These important decisions put forward the new requirement for the focal points, models and ways of agricultural sustainable development at the county level.In China, the county is the primary level administration unit with the integrated social, economic and functional structures. The county level economy is the primary unit of the whole national economy, which is the regional economy taking the specific administration regions as the range. All the urban and rural contradiction meets here and all kinds of county and countryside politic, economic and social issues are deal with here. Its importance is obvious. The shallow mountainous regions, as a specific geographical unit, the study on the agricultural sustainable development systems is very important meaningful for giving play to the economic, ecological service function.The sustainable development of agriculture is a complex system project and need some theoris to support the research. These theories include regional economic theory, regional sustainable development theory and agricultural eco-economics theory.Many countries carried out the beneficial practice of agriculture after the concept of agricultural sustainable development was put forward. There are many good experience of the models and ways, the measures to promote the practice which are beneficial to agricultural sustainable development in China.The thesis also analyzes how to research agricultural sustainable development and the mothods to evaluate the agricultural sustainability. Agricultural sustainable development system includes the tagart, principles and factors.The thesis mainly analyzes the agricultural eco-economic system of Shangzhi City, including the types, stages and structures of agricultural eco-economic system. And evaluate the agricultural sustainability of the city. Based on the analysis, the thesis puts forwards the systems of agricultural sustainable development and ensuring mearsures. The main conclusions of the thesis include:(1) according to the related classification criterion, the agricultural eco-economic system belongs to the type with relatively abundant natural resources and rural labors, rural economy relatively developed;(2) according to the agricultural gross of production value each person, Shangzhi approaches the developed stage, but, from the angle of income standard, the income only occupies 70% of the developed stage. Considering the two index, the agriculture of the city is still in the developing stage;(3) the plant and livestocking are main industries. In the inner structure of plant, grain crops occupy a large ratio. According to the resource conditions and location, the plant structure of agriculture does not reflect the specific resources and the vegetable and fruits have a greater potential.(4) by the evaluationg on the degree of the agricultural sustainable development, using the indicators, such as sustainable degree of economy and society, the sustainable utilization degree of resources and environment and comhensive degree of agricultural sustainable development, the characteristics of agricultural sustainable development are analyzed. The results indicate that the agricultural economic and social sustainability increase, the resources and environmental sustainability decreases;(5) the agricultural sustainable development system includes economic system, ecological system, social system, technological system, policy system, the corresponding ensuring measures are put forward.
