Analysis On Countermeasure Of New Energy Development In Jilin Province

In recent years, along with the worsening of such acute problems as economic development, maladjustment of supply and demand of traditional energies, ecological & environmental issues, and the high price of petroleum in international market, people have begun to think about ways of survival and development. Seeking environmental and recyclable replacements for traditional energies has become the hotspot and focus of research and development. Many foreign countries began to pay great attention to the exploitation of new energy to achieve sustainable development. Starting with the adjustment of energy structure, they vigorously develop wind energy, electricity energy, solar energy, especially large-scale biomass energy, put new energy industry under the macro management and adjustment of the government, and take active measures and approaches to support it. In this way, economic development is kept stable and fast, the endangered environment is preserved and protected, and a new way of"treating as well as developing"is formed. Judging from the recent situations in Jilin Province, although the government attaches great importance to the development of new energy, we were left behind by those fully developed countries and regions in awareness, finance channels, promotion measures, government supports, and talent cultivations of people. We lack a strategic mapping of the developing plans and overall distributions of the new energy industry. Under such circumstances, I would like to assess the importance of the new energy by employing comparative and empirical analysis, so that I can put forward some solutions and suggestions concerning development focus, industry distribution and promotion measures for the new energy development in Jilin Province.The first part of the thesis is an analysis of the importance of the new energy. The connotation and denotation of the concept"new energy"are established by comparing the traditional fossil fuels such as coal, oil and natural gas. It is a general term for all those renewable and replaceable energies that are produced by using modern technologies. Nowadays, we have already exploited wind energy, solar energy, water energy, biomass energy, geothermal energy, etc. Their characteristics are safe, clean, environmentally friendly, efficient, and sustainable. On the basis of the fundamental theories and viewpoints of development economics and industrial economics, I summarize the strategic significance of new energy for the sustainable economic development, readjusting and optimizing energy structure and building economical society in Jilin Province.The second part of the thesis is composed of the analytic study of USA, EU, Brazil and some other countries where new energy industry is developed rapidly so as to summarize their experiences of new energy development. In some of these countries, the theoretical research and practical exploitation of new energy started as early as the middle of last century. It took them forty to fifty years to go through the four phases: emphasis, technological development, promotion of biomass energy. A relatively complete new energy industry system has been gradually established. Foreign governments mainly take the following measures to promote new energy: issuing industrial policies, establishing complete law system, building multi-channel financing system, with a combination of administration, production, learning, and research.The third part consists of the analytic study of the present situations of the development of new energy in Jilin Province. Our country came to place high premium on the development of new energy since 1950s. Up to now, a new energy system has been gradually formed which is made up of various new energies such as wind energy, solar energy, water energy and biomass energy. But the inadequate application of science and technology has led to low efficiency. At present, the economy in our province is in the transforming stage. We have to change the coal-centered energy structure to be in line with the international development tendency. For this purpose, I carried out research on the four aspects of new energy development, namely strengths, weaknesses (problems), opportunities and threats. It was found out that we had the strengths and opportunities of energy resources, industrial foundation, science and technology, and government support, but at the same time, we also had the problems of inadequate awareness, high production cost, and limited market, etc. Generally speaking, opportunities overweigh challenges. Developing new energy is a necessary choice to attain sustainable economic development in Jilin Province.In the fourth part of the thesis, I conducted an analytic study on the ways of developing new energy in Jilin Province. The development of new energy must follow the basic principles of recycling economy, raising land utilization rate, highlighting key points, and sticking to a market-oriented policy. The purpose is to achieve sales of 200 billion yuan in 2020, doubling that of the year 2010. To guarantee the realization of this purpose, in this article, the focus of development, the industry distribution and promotion measures in Jilin Province are made clear. The focus of development should be wind energy, water energy, solar energy and biomass energy. This article focuses chiefly on the exploitation and use of biomass energy. In Jilin Province, the use of household marsh gas and straw stove has formed the recycling system of"from castoff to marsh gas to cultivating or breeding". The emphasis of large-scale biomass energy exploitation and use is to make liquid fuels such as grain alcohol or diesel oil out of the raw materials like corns, high-energy plants and straws with the help of modern advanced technology. These liquid fuels not only have high thermal efficiency, but also are the only renewable energy that can be stored and transported. It is safe to say that by developing biomass energy, agricultural growth and industrial production are linked together into an industry chain. The distribution of new energy industry in Jilin Province should be based on the different resources, industrial foundations and regional advantages of the east, middle and west regions, to form an integrated regional industrial system. Government should fully support this by setting up long-term development plans, conducting macro-management and macro-control, piloting productive enterprises to build their factories in accordance with the scientific industrial layout, and establishing a complete systems of laws and regulations. Being a pilot province of new energy exploitation, we should accomplish the task successfully, setting up and improving the relevant industrial policy, including resources access, market access, technological structure, regional structure, organizational structure, investment and financing, and government financial support, etc. We should combine"going out"with"introducing in". On one hand, we should improve the financial environment in our province, broadening financing channels and establishing risk investment mechanism to raise funds through multiple channels. On the other hand, we should extend the opening-up policy into new energy field, by supporting the leading enterprises to accelerate development, reforming the present system and mechanism, and raising the innovative abilities. The new energy industry is highly system-oriented. We should establish the status of enterprises as the principal part of doing innovation; at the same time, we should also support research institutions and colleges to form strategic alliance and to build research and development platform. The strategic organization and guidance in new energy industry should be strengthened. The new energy, as a kind of developing tendency, is more and more emphasized by the government and supported by the people. We should reform and improve the current energy management system, strengthen serving consciousness, transform the government function, and strengthen the cultivation of talented people in the new energy industry.The tasks of the research in this article are to view the new energy as an industry in examining the plans and industrial layout, and to offer suggestions for its development. Nowadays, the research on new energy is still in the preliminary stage. Because of the limitation of materials collected and personal vision, the article still leaves room for improvement and amendment. I just hope that I can devote my share of efforts to the development of new energy in Jilin Province.
