Study On Circular Economy And Sustainable Development Of China

The human society develops dramatically on the basis of the consumption of the resources and energy since the 20th centuries. With"produce in a large amount, consume in a large amount, a large amount of discard"as traditional economic characteristic of development model, many ecological environment problems such as the over-consumption of the resources, the environmental pollution, the ecological destruction, the nature disaster, become serious as well as the unprecedented increase of the material wealth, which becomes the threat towards the existence and development of the humans in the future.The circular economy in essence is a type of ecological economy, also is the only way for the realization of sustainable development of economy. It is a proposed new economic development mode aiming at the pressure of economic growth on resources and environments. With"produce in a large amount, consume in a large amount, a large amount of discard"as traditional economic defect of development model of characteristic, cause resource waste, destroyed and not in short supply, environment dissolve self-purification ability difficult support and constant deterioration of environmental of pollutant, restricting the sustainable development of the economic quality society seriously. Traditional economy stresses ending government of pollution; on the other hand, circular economy focuses bringing pollution under control from origin. The former is a single-direction linear economy with the developing model of"resourceâ†'productâ†'pollutionâ†'draining"; the latter is a feedback economy with the model of"resourceâ†'productâ†'renewable resource". It is a new economic configuration that adapts to and optimizes the economy structure, utilize resource, environment protection, and advance sustainable development rationally. And will become a kind of development trend in the 21st century. Since the countries all over the world reaches common understanding on sustainable development in 1992, Germany, Japan, etc, developed countries and some developing countries probe and urge nearly economic way of sustainable development actively, have put forward the economic development model of circulation.Circular economy means setting up the circulation mechanism utilizing natural resources fully in the human activity of production, bringing human activity of production into natural ecological environment to achieve double purposes; which are development of economy and maintaining of natural ecological circulation. Circular economy is a kind of new mode of economic development which makes man entreat the earth kindly, it is a kind of ecological economy in essence. It emphasize that we should utilize resources and protect the environment most effectively, which is shown as"resourceâ†'productâ†'renewable resource"style of development of economy and make sure"minimizing disposal of pollutants, reclamation and innocuity of waste product"of production and consumption, obtain the greatest economic benefits and environmental benefit with the minimum cost.After taking the policy of reform and opening-up, our country still adopt the traditional economic developing model. In this way, the direct results are over-exploring of resources and over-growth of energy consumption. The vulnerable ecological environment and limited resources have to shoulder the greatest pressure in the history taken by the population's development. Therefore, it's the necessary choice for our country's continuous development by developing recycling economy. At present, people's understandings about recycling economy are not identical because it's a new economic form. Therefore, this thesis has an important theoretical sense and a practical sense.This paper aims to argue systematically the content,characteristics, and the discipline of the circular economy, and to point out the that the traditional linearity developmental mode has no successor by analyzing the restrict of the economical development,and it is necessary to develop circular economy. By the use of reference of the experience of the developed countries, this paper discusses the thought of developing the circular economy from the aspects of governmental policies, distribute mechanism, and law base constructed, etc.
