Policy Research On The Development Of Circular Economy In Guangzhou Economic And Technology Development District

In 2009, the regional GDP in Guangzhou Economic and Technology Development District (GETDD)has reached RMB132.18 billion, seeing an year-on-year increase of 17.91% ; the industrial output value is RMB 343.78 billion, an year-on-year growth of 18.89% ; the fiscal revenue is RMB 31.141 billion, the growth of the same caliber is 23.13%. However, due to the prescriptive effects of the original linear mode of economic development, the shortage of land, energy, environmental capacity and capital becomes more and more obvious, being a natural result of the extensive method of economic growth which devotes to production factors mainly;, the sustainable development is being challenged seriously. To promote circular economy is not only an effective shortcuts of converting economic growth pattern and achieving a sustainable development, but also an objective requirement of ecological civilization construction, furthermore, it is the only way that GETDD that could realize a 2nd leap. An examination on the situation at home and abroad reveals that the development of recycling economy should be grounded upon system construction and policy measures. Therefore, it is an urgent demand for GETDD to consummate the policy systems of recycling economy.Under this background,this paper chooses the recycling economy policy problems of GETDD as the object of study, which requires a multidisciplinary research systematically from multi-angles and multi-levels. expecting to promote the sustainable development of GETDD, and to offer a valuable reference for the developing recycling economy.Starting with the basic theory of circular economy, this paper describes the policy system of circular economy both domestic and overseas, as well as the present circular economic policy GETDD, analyzes the problems of developing recycling economy that GETDD has and the reform current situation, and it also clarifies the importance of establishing and improving the GETDD developing recycling economy policy system and so on. According to the sustainable development concept, the focus of this paper is the suggestion that putting forward a sound development of circular economy for GETDD.
