Competency model is a burgeoning assessment and analysis tool in the field of human resource. More and more scholars and enterprises all over the world are following with interest the development of competency model. Few psychologists in china are researching competency model.Competency means "an underlying characteristic of an employee (that is, a motive, trait, skill, aspects of one's self-image, social role, or a body of knowledge) which results in effective and/or superior performance in a job." A competency model is usually a narrative description of job competencies for an identifiable group, such as a job category, a department or an occupation.This thesis points, that the enterprise stratagem can be firstly translated into the different organizational core competencies. According to the diversity of the tasks in enterprise, the competency models are established adapting the different positions. As a result, human resource development (HRD) focuses on the competencies for all positions and tasks of an enterprise. The development of the competencies can effectively enhance the achievement of the enterprise stratagem and career of employees. This is the basis and direction of this thesis.This thesis gives us the conception and structure of the competency model. The HRD system is combined with competency in this thesis. The three core elements of HRD, training & development, succession planning, career management are analyzed based on competency model. First of all, the core competencies are the basis of HRD. All the activities of HRD should be implemented based on competency. The thesis brings us the systemic process of HRD based on competency. And the theories and methods on the needs analysis, course plan, implement, transfer and evaluation of HRD are researched, summarized and concluded in this thesis. Training & development plays a major role in HRD and is more discussed. In addition, the conceptions and methods in practice on the succession plan and career management are in this thesis discussed.It is accepted by all the people that human resource is becoming the most important resource of enterprises. The theories and methods in practice in this thesis make it possible that HRD enhances effectively the development of enterprise stratagem. This is very significative for the Chinese enterprises, which are confronted with the change and transform nowadays.
