The Study On Agricultural Sustainable Development In The West Of China

Sustainable development becomes the most fashionable and attractive concept all around the world since early 1990s. In our country, China's 21^st Century Agenda regards sustainable development as the basic way to develop our agriculture. It also points out "the sustainable development of agriculture and villages is the fundamental assurance and a priority of China's sustainable development." On the other hand, our agriculture has made great progress since the reform and open policy, and 22% of the world's population is fed on 7% of the world's cultivated land. However, the productivity is low, and the agricultural foundation is weak. There are also lots of new problems such as the draining of agricultural resources, the worse-off of the agricultural ecological environment, the yelling income gap between the urban and the rural. ICI to the growth of population, the reduction of cultivated land, the increase of the average expense per capita as well as the entry to WTO and several irreversible tendency, how we carry out the sustainable development of the agriculture is an urgent problem we face.West China is located at the upstream of our country's big rivers, and is an important national ecology barrier. However, the ecological environment is frail, the economy is backward, the population is big, and the impoverished degree is deep. People's irrational abuse of the natural resources, the defects of the economic system and the government's deficiency in management lead to the soil erosion, the desert expansion, the serious environmental pollution. The ecological environment becomes frailer. All these have had serious influence and restriction on west China and even the national economy and society's development. Therefore, the study on the sustainable development of the agriculture in west China is no doubt of theoretical and realistic importance. Starting from the essence of sustainable development, employing the related economic theories and methods, this paper systematically analyze the mainrestriction factor and the practical problems in the area and discusses strategies and solution to the sustainable development of agriculture in west China.This paper can be divided into six chapters:Chapter One: Introductory. The background, aim and significance of choosing the topic, the domestic and foreign research dynamic are elaborated in this part and the methods are proposed as well.Chapter Two: Basic theories of the sustainable development of agriculture. The elementary theories of the sustainable development and basic theories of the sustainable development of agriculture are stated so that it can provide theoretical reference for the development. In the theory of sustainable development, the forming, development and concept of the idea of sustainable development are reviewed;In the sustainable development of agriculture, the connotation and the research contents of the sustainable development of agriculture are explained.Chapter Three: The present situation and current problems faced in the sustainable development of the agriculture in west China. The obstacle factors of the sustainable development of the agriculture such as the environmental factors, population factors, political factors, economic structural factors, and the peasants' income factors are discussed as the present situation in the agriculture of west China. Great challenges are faced in the sustainable development of the agriculture in west China.Chapter Four: The way to the sustainable development of the agriculture in west China. The economic, social and ecological goals are indicated. With the elaboration of the circulation accumulation causes and effects principle, "three essential factors" of the sustainable development of the agriculture are analyzed. Finally new mechanisms of the government management, the elimination of social impoverishment, the comprehensive environmental control, the land management, and the reasonable tax revenue and so on are constructed.Chapter Five: The evaluation of the sustainable development of the agriculture in west China. Through analyzing the agriculture of west China with the economic index system, the society index system, the ecology index system, the evaluation index system of the sustainable development is proposed.Chapter Six: Strategies to the sustainable development of agriculture in west China. The following strategies are pointed out: the support from thecentral government, the talents, the accurate localization of industry, theinnovative agricultural production methods, the preferential financial policies, the ecological environment construction strategy as well as the enhancement of the agricultural science and technology.
