Rural Meteorological Information Service System is used for government, meteorological, defense, agriculture and other departments’ decision-makers and professionals. The system’s main advantage is to transfer the meteorological services of weather forecast, important weather and weather warning to towns and rural areas where is lack of the information service. It helps to enhance the ability to provide meteorological services for the grass-roots people. The paper studies the scientific design approach of rural meteorological information service system by taking the project of Qionghai city, Hainan province as example. Three key technologies are conducted in-depth studies which are the retrieval and analysis of meteorological elements, the Maptile technology and the BMap API technology, and the information publication based on iPad. The major content of this paper includes the following parts. The first part is the foreword that mainly describes the research importance and the significance, domestic and international research progress of the Rural Meteorological Information Service System and the main content of this paper; the second part describes the design of the teleology route, the overall systematic framework and main functions; the third part illuminates the data processing and the design of database; the fourth part is mainly on the analysis of the retrieval and analysis of meteorological elements, including the functions of automatic monitoring stations, weather forecast and typhoon path, emphatically introducing the Maptile technology and the BMap API technology; the fifth part analyses the information publication method based on iPad; the sixth part illuminates the conclusion and prospect.Rural Meteorological Information Service System is based on the database in Information Center of Hainan Province Weather Bureau. It selects meteorological data about automatic monitoring stations, satellite data, radar data, typhoon path and professional data from the database. And uses business products on weather forecast and meteorological warning from Qionghai Weather Bureau, meteorological data is stored in the database through data analysis and data processing. This database is the base of the data sharing and multi-channel publishing.Rural Meteorological Information Service System is based on the B/S structure and VisualStudio2008.NET integrated development environment. It uses SQLServer database. And combined the Maptile technology, it could be use to retrieve for the meteorological information such as automatic station monitoring, weather forecast and the path of typhoon etc. It also can be used on the iPad machine. IPad application development uses the app procedural framework from xcode development environment. It displays the page layout through embedding the Safari webpage. It can extend the information sharing services from the web application to iPad by embedded technology.The Rural Meteorological Information Service System can provide the weather forecast, weather warning and other meteorological services to the towns, streets and villages. It can transfer the information to the rural people and enhance the capacity of disaster prevention and reduction. The system is mainly for providing meteorological information to the government, meteorological, defense, education and other departments. It helps the various departments to transfer the important weather information to the mass people and enhances the capacity for meteorological disaster prevention. Compared with the traditional meteorological information service systems, the system provides the weather forecast and warning information based on the towns, and enhances the capacity for meteorological disaster prevention to the villages and country. Through the application of the system to the most popular mobile device ipad, it could provide the service at anytime and anywhere. It brings the new technology and method for the meteorological disaster emergency command of government and meteorological departments. In the meantime, by using the Maptile technology to publish on the administrative map, the map has the rich surface and quick response. After the application of the system to Qionghai Meteorological Bureau and the various departments, it is proved with great value of popularization and application.
