With economic globalization, the rapid development of modern science and technology, knowledge economy has fully come. In the knowledge-based economy, knowledge is the driving force of economic growth in Talent is the decisive factor in economic development. Human resources have become the core competitiveness of strategic resources, school management is the most important human resource management. By establishing transparent, compatible, consistent, easy search and comprehensive human resource management system for school management to provide accurate data on personnel management and decision basis. On this basis, the school can make full use of existing resources, to information management based on integration into the science of personnel management ideas and models so that schools achieve optimal allocation of human resources and promote sustainable and stable development of the school.Purpose of this research project is based on the actual needs of schools, based on information management, personnel management into the scientific ideas and models, Personnel information on the school collection, storage, processing, processing and analysis, to timely and accurately reflect the situation of school personnel, payroll, personnel information and other circumstances, for the management layers to provide fast, accurate personnel management and decision support based on the data to change the dynamic of human resources management purposes, Simultaneous development of talent, service personnel and use personnel, human resources and ultimately reduce costs and improve efficiency in the use of human resources purposes.This system is developed with methods of the system development life cycle. In this development approach, the management information system for the entire development process is divided into system definition, requirements analysis, system design, write code, installation and commissioning, system maintenance 6 stage.This paper analyzes the human resources needs of the general business, human resources management and institutional management system, personnel management, training management, business management and reporting module specific analysis. Some papers on the system source code implementations in detail.In the design of human resource management system, based on use of the traditional two-tier C/S structure, focused on the SQL and VB language in the human resources system.
