Since the reform and opening-up in 1978, the Private Book Publishing Industry (PBPI) has now become a vital part of the book industry. But because of policy constraints, the PBPI is not daring to be operated openly, and the management was not including in formal channels also. This not only made the industry's healthy and long-term development become very difficultly, but also resulted in vulnerability of official management, and even was harmful to the whole book industry.This article discusses the PBPI's development process (including the Private Book Distribution and Publishing Industry) as a star, to explore the positive role that the industry played in history. Then from the status, scale, current policies and operation mode, this paper shows the abnormal situation of the PBPI. And on this basis, this article continues to analyze the reasons for its success and the development bottlenecks. The reason why the PBPI is posted in such an embarrassing situation can mostly attribute to the policy limits. April 2009, General Administration of Press and Publication of PRC issued the "The Guiding Opinions On Further Promoting The Reform Of The Press And Publication System". In this official document, the positive significance of the PBPI was admitted for the first time. And "The Guiding Opinions" was also being regard as a signal of further relaxation of this policy.To break the bottlenecks, the government must release the policy restrictions, thought legislation, change the ISBN system, establish a sound market exit mechanism, reform the management ways, and other means, to make an open, vibrant market. And these means will not bring confusion; even will advocates to encouraging the valuable market participants, and create a competitive and healthy publishing industry in China.
