There is no doubt that transport development is the first step of city development, in which Intelligent Transport System is the inevitable direction, and vehicle monitoring system is one of the important components of intelligent transport system.Vehicle monitoring system integrates Global Positioning techniques, Geography information techniques , and modern communication techniques into a multidisciplinary comprehensive system. Its major function is to real-timely transfer the information of mobile target with GPS receiver, such as dynamic location ( longitude and latitude ), time, states, etc. to monitoring center by Wireless communication way, and display the mobile target's moving track in the electronic map which has a powerful geographic inquiry function. Then the monitoring center monitors and inquires such parameters which users have interest in as mobile target's exact location, speed, moving direction, state, etc. According to these information, the monitoring center can raise vehicle's running efficiency and insure vehicle's safety by providing a visual basis. And Vehicle monitoring and positioning system is the core of Intelligent Transport System (ITS for short) and also one of the key technologies of road intelligent management.In this paper, the author conducts a study on GPS global positioning system related to GPS vehicle monitoring system, wireless communication network and GIS geographic information system through analysing the cureent situation of GPS vehicle monitoring system at home and abroad.On this basis, a detail design project is given. In the system, GSM and GPRS are used as communication mode. The MapX component based development is used as the development platform of the electronic map. And SQL Server 2000 is chosen as the database development tool.The system can be divided into three sub modules: vehicle terminal, communication network and monitoring center. This paper focuses on the study of monitoring center, including the system's main function: vehicle positioning, real-timely displaying the vehicle's location and vehicle's track based on the requirement in the electronic map, so as to implement the monitor of moving targets. The database of the monitoring system is also studied in the paper, including role-based user privilege management, etc. And the design of implementing methods is also involved. With the research and development deepen, the function of GPS vehicle monitoring system will be more perfect.The efficiency of vehicle management will be improved by adopting GPS vehicle monitoring system.
