Radio frequency is limited natural resource which shared by all human beings. It is insufficient, and nationally owned. It is important strategic resources which has the direct bearing on national economy and social sustainable development. The main task of the radio spectrum management and monitoring is the scientific management of all kinds of radio stations, and escort to the normal development of all kinds of radio service; Reasonable planning and allocation of radio frequency resources, coordinate the efforts of the radio spectrum management, it is not only for national security protection effect, also to people's life and property security is of great significance.The popularity rate of radio communications is increasing dramatically]since the high speed progress of technology and economy. New radio applications are growing rapidly, the contradiction between supply and demand of spectrum resources is becoming more and more prominent, the electromagnetic environment is becoming more complex, which brings great challenges to the air wave order. Besides, the operation of the radio department is not standard, and the use of some illegal radio station, cause radio interference from time to time, for civil aviation, high-speed rail, radio and television industry such as normal operation caused the influence of different level. For a long time, radio management departments of different levels and staff earnestly perform their duties, scientific planning of frequency resources and effective allocation of frequency resources, Strengthening approval station, station management, reasonably intensify monitoring and strengthen investigation dynamics, they make contribution to safeguard the order of the air waves, safeguarding state sovereignty, information security made a positive contribution, promoted the sustained and coordinated development of the cause of radio. Over the years, Gansu radio technology department have done a lot of fruitful work in setting electromagnetic environment test stations, radio interference, and has accumulated a large number of radio monitoring, testing data, provincial radio management and technical departments move voluntarily, give the door-to-door service,services named Caravan! encountered the difficult problems such as morintoring data dispersed, low untilizated, various setting process, hard electic waves maintance, heavy radio interference, hard to implement troubleshooting, etc. during mointoring data in the broadcast television stations. This article(Design and Implementation of Television Radio Monitoring System Based on MapX) mainly make reserarch and solution of those problems by using the program development tools, database technology, geographic information technology.Objective Television radio monitoring system based on MapX is a high efficient and stable automation system, and solved the radio monitoring coverage problems of the key areas in our province. System built and after putting into operation, effectively solve the broadcast television station of radio monitoring, detecting data management issues, the realization of centralized and unified management of data backup and is safe and effective, with the condition of flexible query and intuitive needed to quickly search to locate a geographic information system data, greatly improve the utilization rate of the data; Through the software system of stations along the route the data coverage, intermodulation calculation, such as mining depth analysis of electromagnetic compatibility and draw a scientific and rational layout of radio stations, the theoretical basis for prevention and screening of radio interference. Innovation point of this system is, first, the collection application development, database, geographic information, and other information technology into an organic whole, applied to the analysis of radio monitoring and detecting data processing; Second, the route based on MapX radio stations, intermodulation calculation analysis, coverage analysis, created a new method for traditional theory research. It will play a great role in promoting the management of television stations in our province, improving the level of work and efficiency, and maintaining the order of the air waves.
