That can provide the convenience for the government macro-scientific policy-making, the petroleum company produces, the scientific research in the colleges and universities and public application.Some developed western nations, such as the US, Canada, France, Germany, Australia as well as Russia and so on, have established and the partly realized the petroleum resources information on-line search or commercial service. Our national petroleum resources database construction rapidly developed from the 1980s. Three main petroleum companies had already established their own petroleum resources database.The situation is : the petroleum resources database has data foundation, while databases were constructed respectively. Therefore, to establish a unified state-level petroleum resources database is very necessary.This article realized data-application system and data-input system of National Petroleum Resources Database, using OraclelOg and Access 2003 separately as the database. This article used UML and Rational the Rose modelling tool and the object-oriented database design, following 3NF the design standard, based on ADO.NET, ArcGIS Engine, to redevelop on GIS, and used ArcSDE to carry on the unified data access. ArcSDE supports the object-oriented data model, has effective ability to process mass data.ArcSDE can hold multiuser concurrent visit and has high security reliable sharing.This article established spatial database and attribute database. Two kinds of database designing follow 3NF principle that in each data set, various data items do not have the transitive dependence.Following 3NF principle can make the structure of database reasonable and reduce the redundant information. The database is the object - relational database.It uses the object-oriented designing method. The database is divided into 10 sub-database according to the data content.They are: Basin Database, Province Database, Pipeline Database, Region Database,Annual Database, Supervison Database, Drilling Database,Prospect Database, Cmpany Database and Storage Database. The entities of each sub-database have mutual connection, simultaneously, sub-databases also have mutual incidence relation,which form a unified whole database.This article formulated the code standard of National Petroleum Resources Database, including: subject code, data table code, data item code and non-structurized data code and management. The principle is: the names of tables and rows should show their meanings. Put the common data which is used in 10 sub-databases into a certain class or distribute it into the sub-databases but using unified code. In order to manage data with a complicated structure, this article designed the special functional code.This article stated the data quality control method from three aspects: the organization, the system and the data quality commented. The source of the database mainly come from two channels: First, the data of Resource Appraisal conducted by the Ministry of Land and Resources; Second, the checked data reported from various petroleum companies. Therefore, the data source is the authoritative, which guarantee the data's accuracy, the dependable quality. The data entry procedure had already guaranteed in the performance history data entry's initial quality, the input may avoid some obvious mistakes. After the input completes, as a result of system's guarantee, inputs the personnel should the first self-examination data quality; Each period of time, have arranged the specialists to carry on the data check, has guaranteed the data entry quality. The reliability and the accuracy of the data are guaranteed by the system and the technology, which provides better quality assurance for the data application.This article realized the database input system's basic functions, including: insert data, delete data, modify data, simply query data and simply sort, data inputers can use the input system to input the primary data to the databas; This article also realized the data application system's functions, including: complex query and chart. Users can query data according to their own need,so the application way of the data is enriched.In the database level, this database collected materials of various companies and various oil fields, shared the information to serve the synthetic research, comprehensive development, comprehensive utilization and the integration of petroleum resources information.
