"National Petroleum Resources Database Construction" is the sub-topic of Digital Land (the project number:1211010750107). This paper focused on the design and implementation of National Petroleum Resources Database Web Publishing System.In order to provide the data of National Petroleum Resources Database to more users, we need to design a Web Publishing System based on the National Petroleum Resources Database. The database used in the subject comes from the National Petroleum Resources Database, and inherits the association in the total database system. By using the self-developed sub-system of data acquisition and upload, and according to the principles of confidentiality and security, the gas resource information of the database which belongs to the major oil companies is filtered and integrated, providing more comprehensive and authoritative data, including the tables of properties and geo-spatial elements of each basic subject, to the research institutions and the public on the basis of ensuring no leaking.The system utilizes B/S architecture, through a method of modular it becomes easily to achieve not only adding new services but also updating existing services, so that code reuse can be enhanced and development costs can be cut down. The system realizes querying and displaying for spatial database and attribute database of the National Petroleum Resources Database. The attribute data which the system can display includes Basin, Pipeline, Province, Company, Storage, and other topics of all properties information. Such as the operating functions of unified query and fundamental query on attribute data. The spatial data which can be displayed includes the spatial elements of Basin, Pipeline and Province, such as the spatial data analysis and statistics, the basic spatial data management operations. On this basis, the system can supply interaction between the spatial element and attribute data. The research results of the national petroleum resources, the policies and regulations related to the national petroleum resources, the shared basic geological data of the national petroleum resources and other attribute information can be shown to the public. In addition, the users' permissions can be assigned by the system, and it can provide information to the people of the oil company level, the public level, the government level, research institution level and so on. What is more, we can achieve better security protection for the information which comes from the government decision and only the government can see but the people of other levels can not visit, by classifying the information.The background database of this system is Oracle10g and Access 2003, the modeling process adopts the tools, such as UML, Rational Rose, Visio and Visual Studio 2008, and the programming language is C#. The query and display of the spatial and attribution data, including the interaction between them, and the display form of the attribute data are all the crucial technology which runs through the Web publishing system. Among them, the work of attribution data visiting is finished by using the OleDB, and the spatial data visiting mainly invovles the ArcSDE or the Geodatabase, accompanying with the unified data visiting using the ArcSDE. ArcSDE obtains many advantages, such as, including the object oriented data model, high efficiency of data processing, concurrent visiting of many users, highly secure share, and etc.All in all, the distribution of partial gas resource information and the related services of national gas resource database Web publising system can be established by the websites of national land and resource department, providing comprehensive and diversity information service for each kind people of the society while ensuring the security of the information.
